Today in the Democratic Republic of the Congo, civilians in Kinshasa have taken to the streets to reject any attempt to alter the constitutional order and extend presidential power beyond the limits established by our Constitution.
Congolese citizens are paying the price with their blood for defending democracy. Peaceful opposition to constitutional manipulation is not a crime. The use of force against citizens exercising their democratic rights is unacceptable.
We reject and discourage any process, agreement, or international partnership that is perceived as strengthening individuals in power at the expense of democratic principles, accountability, and the sovereign will of the Congolese people.
The future of the DRC cannot be built on constitutional revisionism, political repression, or the silencing of dissenting voices. Stability without democracy is merely the preservation of power.
The United States and all partners of the DRC must stand unequivocally on the side of constitutionalism, democratic alternation, and the fundamental rights of the Congolese people.
No leader is above the Constitution. No political ambition is worth the life of a single Congolese citizen.
Congolese authorities claim that constitutional changes are being encouraged within the framework of the Washington accords. If this is true, the tragic events unfolding today in Kinshasa should serve as a warning.
The Congolese people did not fight for democracy only to witness the weakening of constitutional safeguards.
The United States of America can and must do better than being associated with any process that appears to contradict the will of the Congolese people. We welcome partnership. We reject any violation of our Constitution.
Partnership, YES. Constitutional manipulation, No. Stand with the congolese people.
