@The_Suburbanist@arpitrage In theory and in an ideal world enough value could be captured from the ability to built at increased density to completely offset the cost of building. In reality, the difference is funded by the general tax base.
@The_Suburbanist@arpitrage Yes, the ones who can afford to pay more taxes instead of selling may still come out ahead, but the higher taxes offsets that a bit. The point is that anyone along the corridor receive a windfall, so let’s try to capture at least some of that windfall back.
@The_Suburbanist@arpitrage It would be paid for by capturing part of the increase in the value of the land caused by being close to the IBX. The land becomes more valuable for development because of the IBX, so it makes sense for some of that increase in value to fund it.
