ଦୀର୍ଘ ୩ ମାସ ଧରି ଓଡ଼ିଶାର ପ୍ରାୟ ୧୮ଲକ୍ଷ ହିତାଧିକାରୀ ଭତ୍ତା ପାଇନାହାନ୍ତି। ଭତ୍ତା ଉପରେ ସମ୍ପୂର୍ଣ୍ଣ ନିର୍ଭରଶୀଳ ଅନେକ ଅସହାୟ ଓ ନିଷ୍ପେସିତ ଲୋକ ଏବେ ଘୋର ହତାଶା ଓ ଅସମ୍ଭବ ଯନ୍ତ୍ରଣାରେ ଜୀବନ ବଞ୍ଚୁଛନ୍ତି। ଭତ୍ତା ନ ପାଇ ଗଞ୍ଜାମ, ବେଗୁନିଆପଡ଼ାର ସାବିତ୍ରୀ ଦୋରା ଜୀବନ ହାରିବା ପରି ଖବର ସାରା ଓଡ଼ିଶାକୁ ଦୁଃଖିତ କରିଛି। ନିଜ ଦୁର୍ବଳଶ୍ରେଣୀର ନାଗରିକଙ୍କୁ ସୁରକ୍ଷା ଦେବା ପାଇଁ ସର୍ବଦା ପ୍ରତିବଦ୍ଧ ଥିବା ଓଡ଼ିଶା ପରି ରାଜ୍ୟରେ ଏପରି ପରିସ୍ଥିତି କଦାପି ଗ୍ରହଣୀୟ ନୁହେଁ।

ସବୁଠୁ ଆଶ୍ଚର୍ଯ୍ୟର କଥା ହେଉଛି, ଦୀର୍ଘଦିନ ଧରି ଭତ୍ତା ନ ମିଳିବା ସଫ୍ଟୱେର୍ ଜନିତ ସମସ୍ୟା ବୋଲି କୁହାଯାଉଛି; ଯାହା ଦର୍ଶାଉଛି ଏ ସରକାର ନିଜ ଉତ୍ତରଦାୟିତ୍ୱ ନିର୍ବାହ କରିବାରୁ ପଛଘୁଞ୍ଚା ଦେଉଛନ୍ତି। ପ୍ରଯୁକ୍ତିବିଦ୍ୟାର ବିଫଳତା ଦର୍ଶାଇ ଲୋକମାନଙ୍କୁ ନିଜ ନାର୍ଯ୍ୟ ଅଧିକାର ପାଇବାରୁ କଦାପି ବଞ୍ଚିତ କରାଯାଇ ପାରିବ ନାହିଁ।

ବିଜୁ ଜନତା ଦଳର ସରକାରରେ ପ୍ରତିମାସର ୧୫ ତାରିଖରେ 'ଜନ ସେବା ଦିବସ' ଭାବେ ଭତ୍ତା ବିତରଣ କରାଯାଉଥିଲା। ହିତାଧିକାରୀମାନେ ନିଜ ଗ୍ରାମପଞ୍ଚାୟତରେ ଭତ୍ତା ପାଉଥିଲେ, ଯେଉଁମାନେ ଆସି ପାରୁନଥିଲେ ସେମାନଙ୍କ ପାଖରେ ଅଧିକାରୀମାନେ ଭତ୍ତା ପହଞ୍ଚାଇବା ସୁନିଶ୍ଚିତ କରୁଥିଲେ।

ଏହି ଲୋକକୈନ୍ଦ୍ରିକ ବ୍ୟବସ୍ଥା ସାରା ଦେଶରେ ପ୍ରଶଂସିତ ହୋଇଥିଲା ଏବଂ ସୁପ୍ରିମକୋର୍ଟ ମଧ୍ୟ ଏହାର ପ୍ରଶଂସା କରିଥିଲେ। ବର୍ତ୍ତମାନର ଭତ୍ତା ସଙ୍କଟ ଏହି ଲୋକକୈନ୍ଦ୍ରିକ ବ୍ୟବସ୍ଥାର ଗୁରୁତ୍ୱକୁ ପ୍ରମାଣିତ କରୁଛି। ତିନି ମାସ ଧରି ଭତ୍ତା ନ ମିଳିବା କେବଳ ପ୍ରକ୍ରିୟାଗତ ବିଫଳତା ନୁହେଁ, ବରଂ ଏହା ଏକ ସମ୍ବେଦନହୀନ ଶାସନ ବ୍ୟବସ୍ଥାର କଳୁଷିତ ଉଦାହରଣ ସୃଷ୍ଟି କରୁଛି।
