क्योंकि बड़ी संख्या में ऐसे अभ्यर्थी हैं जिनका चयन होमगार्ड और कांस्टेबल, दोनों भर्तियों में हो सकता है। ऐसे अभ्यर्थी स्वाभाविक रूप से अंततः कांस्टेबल पद जॉइन करेंगे, जिससे होमगार्ड के कई पद खाली रह जाएंगे और अन्य योग्य अभ्यर्थी अवसर से वंचित हो सकते हैं।

3- प्रश्न पत्र के कम से कम 10 सेट बनाए जाएं, और केवल 1 घंटे पहले कोई एक सेट चुना जाए, लीक होने की 90% संभावना खत्म हो जाएगी
