You dont understand the data.
No one said Greece spent the most on defense. They honored the NATO treaty by spending a higher percentage of their GDP on defense.
No one expects poorer countries to spend the same amount as larger richer countries but they can meet the same percentage of GDP. Most NATO countries never honored the agreement and waited until Russia invaded Ukraine to finally increase spending.
Greece was always honoring that amount.
