Dozens of ordinary homes, civilian businesses, and infrastructure facilities were destroyed and damaged. More than 70 missiles were used in this strike, a significant number of them ballistic. There were also over 280 attack drones. More than 260 drones were intercepted. Our combat aviation shot down a significant number of cruise missiles, and even mobile fire teams managed to take on cruise missiles. Given the critical shortage of air defense missiles from our partners, our warriors are accomplishing truly incredible things, demonstrating a very high level of professionalism. This is extraordinary expertise that saves lives when air defense missiles are not provided, or deliveries are being slow walked. This Russian terror once again proves that protection against the Russian missile threat is the most important task when it comes to saving the lives of our people. And this is not a task that can be left to Ukraine alone or to any one country alone. All partners know how and with what they can help. Untimely assistance and delays in the delivery of anti-ballistic missiles lead to this kind of destruction, these kinds of casualties that, unfortunately, we are seeing today. Horrific footage from Lviv, where a Russian strike destroyed a residential building. Thirty-four people were injured, three of them children. Emergency workers have rescued 12 people, including a 93-year-old woman who was pulled alive from the rubble. Search and rescue operations are ongoing, as people may still be trapped beneath the debris.

Ukraine's allies still lack a coherent strategy to end the war. Russia is committing genocide in Ukraine, yet Western allies are still sleepwalking through it as if it were a minor regional dispute that will simply vanish on its own. Why are European leaders standing on the sidelines of a genocidal war on their own continent, hoping an unreliable Washington will mediate a peace that Russia has no intention of keeping? We are now in the 13th year of Russia's aggression against Ukraine and the 5th year of the full-scale invasion. Yet, looking at Western capitals, you find zero clear roadmap to victory or peace. With US military aid halted, Europe's posture has devolved into passive, hopeful waiting. We are lucky that Ukraine has its own roadmap. Right now, European leaders are quietly waiting for Donald Trump to mediate an end to the war (while knowing he will fail). Anyone paying attention can see this approach is failing, because Trump refuses to put real pressure on Putin. Yet Europe continues to sit on its hands, doing nothing except occasionally declaring that European nations should be involved in negotiations, without backing up those words with power or action. Instead of taking responsibility for a war on their own continent, European leaders do the bare minimum whenever Zelensky pleads for help. They spend their energy begging Washington for interceptors and hoping Ukraine's domestic strategy somehow pulls off a miracle. Meanwhile, we allow Russia to dictate rules of engagement. Hybrid attacks on European soil receive polite statements, nightly missile massacres in Ukraine draw social media posts, and sanctions are diluted to protect pathetic Greek shipping oligarchs profiting off Russia's shadow fleet. To change this, Europe must immediately execute two distinct steps. First, we must finally seize and use all frozen Russian state assets to directly fund Ukraine's war effort. Second, Europe must step up its own commitments by placing massive, long-term procurement orders for military hardware for Ukraine. This includes ordering thousands of expensive air defense interceptors right now, moving past the pathetic numbers we currently deliver. The same applies to cruise missiles. Both measures are urgently required to build actual leverage, yet right now, European leaders are doing neither. We owe Russia nothing, but Russia owes for every life destroyed. Allies must stop waiting, step up, set firm red lines with strict deadlines, and impose catastrophic consequences the moment Moscow steps over them

Kuleba is right. Putin is not having a "Stalin moment" out of some romantic iron will. He is doing what every cornered imperial project does when the math stops working: tighten the screws at home, bet on winter to break civilian infrastructure, and pray that Western political ADHD will hand him the win he cannot take on the battlefield. The request for domestic Patriot production in December 2023 that still has not produced a clear yes is the perfect exhibit. We are now in a war where the sky decides more than the ground, yet some Western capitals treat technology transfer like it is a marriage proposal that needs another six-month review. Meanwhile Moscow launches ballistic missiles it cannot replace at the rate we are forcing them to expend them. The gap is obvious to anyone not paid to ignore it. Trump's first year delivered exactly the turbulence Kuleba describes. The tone today sounds marginally better, but tone is not policy. The real test is whether Washington can lock in production ramps and long-range strike permissions that survive the next mood swing or congressional circus. Because Putin is not waiting for miracles. He's waiting for yet another round of hesitation, another delay sold as strategic caution, while his drones hunt our transformers and his propagandists tell Western audiences that all this is somehow inevitable. Look at the other side of the hill. Russian elites are leaking manifestos begging for an off-ramp. Governors are handing out fuel ration cards across a third of the country. Their manpower math is collapsing: they lose more than they recruit even at record pay. Two-thirds of their own people tell pollsters they want talks. Even their Z-bloggers are admitting they have no real friends, only fellow travelers who will drop them the moment the price gets too high. Moscow is rotting from the inside faster than most Western think-tankers admit in public. We don't need yet another layered defense study or polite request for permission. Ukraine needs license production of Patriots and deeper strike systems now. We are already scaling our own air defense, drone interceptors, and long-range systems. Add FREYA, Gripens, and the political decision to let us hit launchers before they fire, and you get the densest integrated defense Europe has ever seen. That's not charity. That is the cheapest way to make sure the next Russian adventure dies in the planning room instead of in somebody else's capital. The Kremlin still believes it can outlast Western attention. Every delay in decision-making proves them right. Every time a European leader talks about "de-escalation" while our cities freeze in the dark, they prove Putin correct in his bet. The only language that works is irreversible momentum: weapons on the ground, factories online, political guarantees that cannot be reversed by the next election cycle. We are not asking to be saved. We are doing the fighting that keeps the rest of you from having to. The least you can do is stop slow-walking the tools that make that fight shorter, cheaper, and decisive. Moscow has no path to victory left. The only question is how much more of our blood and your money it will cost before the obvious becomes policy.

I received a report from Air Force Commander Anatolii Kryvonozhko. The Russians prepared a massive attack several days ago, and there is a high probability that the strike will be carried out tonight. It is important that our partners fully understand what is happening and that the protection of lives directly depends on their readiness, or lack thereof, to help us with air defense missiles. First and foremost, this concerns the United States and those partners that have Patriot missiles and can provide them to support our defense. Every partner knows what is needed and fully understands the consequences of marking time. Please, in all regions of Ukraine, pay attention to air raid alerts today and stay safe.
