β οΈ #ALDOT has failed to take responsibility for its actions in the #Shiloh community over the past eight years. Luckily, residents have compiled extensive longitudinal documentation detailing stormwater runoff and drainage in the community before, during and after ALDOTβs US 84 lane expansion project that began construction in 2017. Clearly, US 84 expansion drastically altered Shilohβs landscape, increasing stormwater runoff flooding risk without adequate stormwater management solutions. #ALDOT failed to inform Shiloh property owners why the 2019 post-construction stormwater mitigation on US 84 failed to stop flooding, or why 13 flooding events have occurred since that patchwork drainage work, including the most recent flooding on June 18, 2026. The state has kept Shiloh flood survivors in the dark for eight long years, including the Drainage Improvement Project currently under construction in Shiloh. This is not the right way to treat hard working Alabama property owners and taxpayers. Time to end this nightmare in Shiloh. ALDOT needs to fix the highway flooding problem and make the damaged Shiloh community whole again.

π¨ #ALDOT concealed questionable and unequal treatment of Black Shiloh property owners compared with White property owners affected by flooding from the US 84 project until ABC News exposed it in October 2023. A 2022 civil rights complaint Shiloh residents filed against ALDOT got the state to pay attention to the persistent highway flooding from the US 84 lane expansion project. The civil rights complaint was settled in 2024 with a binding FHWA/ALDOT Voluntary Resolution Agreement. Still, ALDOT has done little to assure Shiloh residents it will fix the highway flooding in their community so they can go about their normal lives before the highway was widened and elevated, placing them in a flood-prone bowl. #JusticeForShiloh

It also looks like post-construction mitigation work performed to stop the flawed highway from flooding Shiloh, six months after the highway was completed in 2019.
Both drainage projects failed, resulting in Shiloh home, property and business owners needlessly suffering eight years of flooding and highway robbery.

#ALDOT completed construction of the US 84 lane expansion in March 2019. Months later, mitigation work was performed on the flawed highway to address #flooding in the #Shiloh community. In a January 10, 2022 memorandum ALDOT civil engineer Jason A. Boothe, P.E., described the drainage conditions before the US 84 expansion and after construction.
βDuring this project ALDOT added 2 eastbound lanes to the existing 2 lanes to construct a 4 lane divided highway (US 84). The new lanes were placed in the location of an abandoned railroad line with existing drainage structures that would allow any stormwater between the existing 2 lanes and the rail bed to drain under the rail bed and through the existing drainage way in this area. When the 2 new lanes were added this created a grassed median with new drainage structures. All this median captured stormwater along with most of the pre-construction drainage area was sent to a newly constructed detention pond. When the construction was completed we had added 1.853 acres to the drainage area however with the addition of a detention pond we were able to reduce the outlet flow by approx. 28%.β
