Elections first gets the sequencing backwards. 14 million displaced — where do they register? In which constituency do they vote? Drawing districts on today’s map writes forced displacement into #Sudan’s constitutional structure. #Bashir held elections in 2010 and 2015 and got a parliament. It produced no legitimacy — a ballot under one party’s control doesn’t confer a mandate, it packages one. And the simpler path to buy-in hasn’t been taken: whoever seeks it doesn’t appoint the dialogue committee himself, set its venue in his own territory, and decline every humanitarian truce. The first test isn’t a ballot box — it’s one day without bombardment.
