Bengaluru Faces Severe Sanitation Crisis: Audit Reveals 26% of Public Toilets Non-Functional

The Bangalore Political Action Committee (#BPAC) has exposed alarming deficiencies in the city’s public sanitation system, revealing that more than a quarter of public toilets are completely non-functional.
The “Bengaluru Public Toilet Audit Report 2026”, released on Wednesday, surveyed 142 facilities across the Greater Bengaluru Authority (#GBA) limits during April and May. The findings highlight a grim reality: despite a population of over 1.4 crore,#Bengaluru has only 800 to 900 public toilets, leaving one facility for every 25,000 to 30,000 citizens.
The audit assessed toilets on functionality, hygiene, accessibility, safety and user experience across Central, North and West Bengaluru. Of the surveyed facilities, 37 were found to be unusable, accounting for 26 percent. Hygiene standards were equally dismal, with only six toilets earning a “Very Clean” rating, while 58 percent suffered from persistent foul odors. Basic amenities such as soap dispensers and dustbins were absent everywhere, and water was available in only 40 percent of functional toilets.
Safety concerns were also flagged, as just 56 percent of toilets had adequate lighting, raising risks for women. Accessibility remains a major gap, with nearly 94 percent of facilities unsuitable for persons with disabilities,only nine toilets had ramps. Contractor details and user charges were rarely displayed, and only 15 percent of caretakers were women.
In response, B.PAC has urged the GBA and the #Karnataka government to shift from “Build-Only” contracts to five-year Operate & Maintain models to ensure long-term upkeep. The committee has also recommended a 30-day emergency repair drive for non-functional toilets, the creation of a Public Toilet Management Cell for unified monitoring, and the prioritization of women-friendly and gender-inclusive facilities, including transgender-accessible designs.
The audit paints a stark picture of Bengaluru’s sanitation readiness, underscoring how inadequate infrastructure continues to undermine public health and safety.
