The Committee of Commissions, Statutory Authorities & State Enterprises (COSASE) is today scheduled to interface with National Identification & Registration Authority (@NIRA_Ug ), Uganda Industrial Research Institute (@UIRI_UG ).
MPs are also expected to meet Uganda Development Corporation (@udc_uganda) alongside its subsidiaries; Soroti Fruits Factory & Nile Hotel International Ltd that is overseeing Government’s interests in Kampala Serena Hotel, to review the December 2023 Auditor General's report.

The Committee chaired by Deputy Chairperson, Hon. @AllanMayanjaS tasked UBC led by Dr. James Tumusiime, Chairperson, Board of Directors and Managing Director, @WinstonAgaba to explain why the Corporation continues to operate with a strategic plan which expired in FY 2021/2022.

The Committee of Commissions, Statutory Authorities & State Enterprises (COSASE) is today scheduled to meet Electricity Regulatory Authority (@ERA_Uganda ), Uganda Electricity Generation Company Limited (@UegclOfficial ) & Uganda Electricity Distribution Company Limited (@UEDCLTD ) to review the findings in the December 2023 Auditor General’s report.
Among the queries @UEDCLTD is expected to respond to regards the Shs111,278,848,000 in outstanding amounts owed by related parties & why the company lacked a succession plan for both its board and the senior management.

COSASE is also expected to query the integrity of Uganda Road Fund’s payroll after Auditors noted that 9 of the positions filled were paid an amount of UGX8,306,923 per month above the prescribed salary bands in the Human Resource Manual 2019. The Fund was also queried over the decision to appoint 4 staff on temporary terms for a period of two and a half years contrary to the requirement of HR Manual.
Although management budgets and deducts 5% of employee salaries and makes 10% contribution to NSSF, the Fund is said to have made an over–remittance of UGX.3,197,615 of statutory deductions to NSSF, while UGX.113,450,334 paid out as Board retainer fees without seeking and obtaining the necessary approvals, will also be subject for scrutiny during the meeting.

MPs are expected to ask Officials from Uganda Land Commission (@ULC_Ug ) to respond to queries on the ever increasing debts the Commission has accumulated, having risen from Shs138,737,052,072 in 2021/2022 to Shs148,977,999,039 in 2022/23.
The Auditor General also raised concern about the competence of members on the Uganda Land Commission who were found not to specific qualifications and experience in matters related to land. The Commission is also expected to explain why Gov’t is unaware of the actual quantity of land it owns, due to the absence of a comprehensive land inventory or register at the Commission.

The Committee is meeting National Agricultural Research Organization (NARO) at 12:30Pm to respond to the queries raised in the December 2023 Auditor General’s report.
MPs are expected to probe the failure by NARO to secure land titles for 9 pieces of land measuring approximately 1,288 Hectares, while more inquiry will be made into the 18.2ha of land that was advertised for sale.
The Auditor General also revealed that out of 812 employees on NARO's February 2023 salary payroll, 307 employees had inconsistencies in their names, NINs, gender, titles and dates of birth, captured in the payroll and data captured by NIRA on the National IDs.

However, @AllanMayanjaS Mayanja (Nakaseke Central) wondered how in 2024, UBC can still attribute some of its shortfall on the pandemic, yet the Public Finance Management Act 2015, in Section 34(4) (4) requires the Accountant General after the close of business on the last working day of each financial year, or before the start of business on the first day of a financial year, to appoint a Board of Surveys for each vote, to survey the assets of the vote, for the preceding financial year.
Mayanja remarked, “In 2024, you are still talking about COVID-19,” to which Agaba responded, “It is the effects that I am talking about.”
