THE STORY OF #FLOODING IN OUR #CITIES
🌳🪵 To build the cities, all the #trees are first cut down.
🌳🪵 To build the houses in the cities, the #floodplains are sandfilled.
🌳🪵 To make the cities look neat they are covered with concrete paving from one end to the other where the trees used to be.
🌳🪵The natural drainage lines are quickly hidden by the city builders underneath the houses and the roads connecting the houses.
🌳🪵 The houses are filled with #refuse-generating people.
🌳🪵 The refuse-generating people have nowhere else to throw the refuse they have generated except in the gutters by the side of the road, or the occasional stream that has escaped the sandfilling.
🌳🪵 The refuse-generating people are forced to do this, because the city builders forgot to provide #municipal #services like waste collection and safe disposal.
🌳🪵 When the rain starts, the refuse in the gutters and streams block all exit points for the #stormwater that the trees would have absorbed and sunk deeply into the soil, if they had not cut them down.
🌳🪵 The rain persists and the cities #flood.
🌳🪵 And everybody is angry and blames the refuse-generating people for not carefully storing the refuse in their city houses.

🌳🪵 It cannot be over-emphasized that the *first cause* of a massive increase in the volume of the #Ogunpa and other #Ibadan #rivers during downpours,
is the sprawling #urbanization along their #deforested #banks and #floodplains leading to copious amounts of stormwater run-off,
with no vegetation to mop it up,
pouring into the river channels.
River channels and bridge supports clogged with solid waste may reduce the hydraulic capacity of the channel and its cross structures,
dam the river flow,
and lead to sudden #flood #disasters,
*but the initial driver is over-the-top stormwater run-off*.

🌳🪵 It is entirely possible that one #Oyo #State #administration after another has not fully understood that the massive swelling of the #Ogunpa and other #Ibadan #rivers during downpours is *not* achieved by rain water falling *directly into the river channel* from the clouds above.
It is also possible that they didn't understand that the strict #setback #limits,
and the instructions to #plant #trees and #restore #green #vegetation on either side of the concrete channels,
and to keep the #Ogunpa #Forest #Reserve #intact,
as laid out in the #Ibadan #City #Master #Plan and World Bank-funded #Ibadan #Urban #Flood #Management #Project,
were meant to *reduce* the amount of rainwater cascading off impervious surfaces into the Ibadan rivers.
*Why else* might they have spent millions to build concrete shops on top of the Ogunpa's concrete lining?
*Why else* would they *still* be issuing building permits for more market stalls on top of the concrete channels?
*Why else* would they have decided to replace a 5000 tree, stormwater run-off reducing forest, with a 200 plot concrete housing estate?
