His professional approach was characterised by an adherence to institutional dogma over factual inquiry, a profound lack of professional skepticism, a failure to pursue reasonable lines of investigation, and a willingness to misrepresent information to external law enforcement agencies to achieve a convenient outcome. The implications for the murder conviction of ROBIN GARBUTT are deeply troubling. The financial motive, a central pillar of a purely circumstantial Prosecution case, was constructed using evidence from the discredited Horizon IT system. This evidence was gathered, interpreted, and presented by a Post Office Security Department whose culture and methods, as personified by Whitaker, were fundamentally flawed. The "pattern of fraud" testimony, which lent an air of expert authority to the Prosecution's theory, was not based on reliable, corroborated evidence but on a self-referential library of other likely Miscarriages of Justice. Former Post Office Minister KEVIN HOLLINRAKE supports an urgent review of his case. The former Minister notes that "we can't rely on Post Office evidence" . Crucially, the Court of Appeal itself declared in 2021 ANY case involving the Horizon System "unsafe," stating a fair trial was not possible in such cases.
