My Dearest Darlings,
There is a story to be told. One sector, the comprehensive, @KCTCS, and the @uofl who are actually trying to be affordable.
No matter how football tickets or helmets are given, you cannot cover up the story told by data.
The #KYGA must ask: are protecting institutions or Kentuckians?
I know my choice, my dears.

With all the talk about affordability to see all these public institutions make the cut for the affordable designation is encouraging, as well as vindication for some.
A recent Herald-Leader summary of the Lexington-Fayette County mayoral debate highlighted the shortage of skilled trade workers as a key barrier to housing supply. It is encouraging to see technical colleges offering these affordable education trade programs get recognized, which will hopefully help address our housing affordability crisis.
Seeing Morehead State make the list takes me back to the #KYGA sessions where each of the institutions presented their budget requests. The President of MoSU asked for funding for student housing and one of the committee members asked "Are you going to do that as a P3?". He politely said no they would not be. Is this proof that P3 residential buildings are not as affordable for students? Probably a small degree of proof.
What this most certainly is, in my opinion, is vindication for @Mr_FrazierKY who has been beating the drum for affordability and the data he provided during the CPE meeting several months back.
UK gets the largest share of the CPE dollars, but those dollars not only aren't meeting the criteria to be affordable they aren't even keeping the tuition costs net neutral.
U of L who also didn't make the cut for affordability, but at least had a clear presentation on key processes they are putting in place that they reviewed during the CPE meeting. The ability to execute on those processes will be telling.
UK just gave the script of consolidation of services to the committee. We are now starting to see findings that this is a costly failed experiment by @ukyMonday and @ukyprovost. What the original budget of $550M ($250M for Deloitte) could have done for affordability!
Whatever the public institutions on this list are doing to make education affordable to the students is where I want my tax dollars to go!
Don’t forget this story, @DogeUky68114. I have something called institutional knowledge.
The @universityofky, the #KYGA and other political like to prey on the public’s attention span and pray they forget.
Well, my dearest darlings, I was raise by some strongest southern women to his eastern kentucky. They taught me to forgive, but never forgive.
As long as there is breath in me. I will stand up with institutional knowledge, especially on an issue I have worked on for over a decade. Especially, when a committee half-asses a presentation.
Because I have to take this personally. It’s was my ass finding meals because student/ lost the ability to afford meal plans at @universityofky and Therese Smith with “committee of concern” didn’t have the resources to help; it was my ass who who had to funds to student apartments as “emergency shelter” for being kicked out and couldn’t pay their bill because they parents disowned them due to being gay; it’s my ass who had to teach financial responsibility and didn’t understand how universities are hiking prices after admission and didn’t understand context. Even though this is a bare and switch by any other profession…student still incur the situation and I had to deal with it by finding emergency funds to help students stay enrolled and graduate.
Ask me where @UKYpres and @UKYmonday. Btw, I did as an enrolled student. Because I was nontraditional students, regular students, staff and faculty put additional responsibility on me because they had no one else, including…and especially…when the university process fails.
Getting back to this hearing. @cpepres this was the best you can do? I love as a brother, but let me say: you and @CPENews known about this dynamic and homeless students for over a decade. This has been a national issue for over a decade.
I get it. We got to start somewhere. By has take long and this is level we are starting at? I don’t understand how we starting here with a CPE that has known about this issue for over a decade.
I am immensely disappointed (not at CPE) this is where we have to start with KYGA. Because I know there other another “Michael” on campus, likely being exploited by @universityofky because that is just @UKYpres’s bag of tricks he likes todo with students-place the responsibility and his failures on them by asking how they-his students who are not paid to sole problem. In fact, that’s why he gets paid.
Additionally, more importantly, campuses already know who’s sleeping in their car. They don’t want to tell CPE. Why? Because campuses staff don’t want to through their administrators under the buss for not resourcing them well to solve issue.
Frankly, Dr. Thompson, we don’t have a data issue…we have a resource issue. But already know this and that’s what you should told the committee…I know you tried to.
I’m deeply frustrated that this….was the hearing. I’m sure I the universities were enthusiastic.

Additionally, @DogeUky68114, here’s another story I’ll share from around the same time UK decided to transition dining services to Aramark.
This photo was taken of me and Dr. Eric Monday. At the time, this was before I was labeled “anti-DEI” or the supposed apocalypse for #KYHigherEd. I was mostly known as the pro-free speech guy and, oddly enough, as “Pop-Pop” — the nontraditional student helping run LGBTQ student services at the University of Kentucky free of charge.
I helped run the center alongside Dr. Mary Bolin, Carol Taylor, and Rhonda Henry. Across campus, it was widely understood among students, staff, and administrators that, despite technically being a student, I was effectively treated as part of the university support structure because of the work I was doing.
When students were hungry, homeless, victims of sexual assault, suffering mental breakdowns, navigating failed relationships, contemplating suicide, seeking asylum after being outed in Saudi Arabia, organizing campus events, hosting radio shows, or simply needing someone to sit with them and care — I was often the person faculty, staff, administrators, and students called. And when I say administrators, I mean administrators all the way up through vice presidents.
To say I was beloved at UK during that period would honestly be an understatement. I owe much of my personal growth and many opportunities to the university. Yet the very system that produced moments like this photo also became the reason I eventually began looking much more critically at UK itself.
This picture was taken during only the second meeting I ever had with Dr. Monday. The first meeting involved homeless students sleeping on campus.
It was an unusual dynamic. I had met with President Eli Capilouto several times before, including during deeply emotional conversations about student mental health and suicide concerns. At one point, I even wrote him a letter asking how much blood would ultimately be on his hands if I had to kick down another queer student’s door to stop a suicide attempt while operating as an unpaid student volunteer because the administration was too politically cautious to fully engage these issues. At one time, Eli and I were friendly — or at least friendly enough.
I worked with vice presidents across campus, helped conduct trainings, attended conferences, and even participated in administrator performance evaluations, including processes involving President Capilouto himself. Frankly, that evaluation process is largely performative — something Board Chair Jim Gray may eventually want to examine more closely.
Yet despite all of that involvement across campus, I had never met Dr. Monday until I raised concerns about homeless students at UK.
At the time, students were sleeping in William T. Young Library and being removed. Staff at the Johnson Center had reportedly begun informally monitoring students who regularly appeared at the gym early in the morning because they suspected some were not there to exercise, but because they were homeless and using the facilities to survive. Instead of asking how to help, parts of Student Affairs seemed more concerned with policy enforcement.
What I wanted to do was formalize something students were already doing organically: donating unused meal swipes to students in need and creating a “pay-it-forward” wall where students could access food assistance discreetly.
Dr. Monday initially opposed the proposal and called a meeting with members of his staff, apparently believing I was exaggerating or outright lying about the homelessness issue on campus. Naturally, I attended.
What Dr. Monday did not realize was that one of his own staff members was already participating in a university homelessness working group that had existed for over a year. Senior leadership simply did not know about it.

For our #KYGA members up for re-election in November especially from Fayette County here are a couple of your constituents thoughts on the new apartments being built downtown for student housing.

Let me say it loud for those in the back.
This is an example of why "I am negative" in my posts about @ukypres @ukyMonday, the BoT, and our #KYGA.
#universityofkentucky received $829M in a single year in Medicaid State Directed Payments. They state that 2/3rds of their Pharmacy revenue comes from 340B and revenue increased $98.5M last fiscal year in their retail pharmacy.
With all those dollars going to UKHC, we have people in this state who are struggling to pay for their cancer meds. Our politicians think Medicaid expansion or Medicare for all is the campaign slogan.
Well, the politicians who start saying UK needs to use the dollars they get to provide for patients not letting Dear Leader Monday build out a "shadow university" and give our public assets away should get our votes.
@GovAndyBeshear @kyhousedems @KYHouseGOP @KYSenateDems @KYSenateGOP
@DogeUky68114 @UKYmonday @GovAndyBeshear I am a Markey cancer center patient with medicaid putting my meds on a creditcard because Markey can't do paperwork. I am stage IV and lost our apartment in the middle of radiation. There is no charity care at UKY.
As part of Medicaid reform, the #KYGA should end the enhanced and supplemental Medicaid reimbursement available to @UK_HealthCare, @universityofky, and @uofl because of their status as state university medical institutions.
No more welfare for Kentucky’s research universities. They should compete under the same reimbursement rules as other healthcare providers.

Remember, my darlings:
#KYHigherEd can’t fundraise.
#KYHigherEd can’t knock doors.
#KYHigherEd likely isn’t voting @KYGOP.
#KYHigherEd depends on sovereign immunity, nonprofit status, and billions in support authorized by Kentucky.
Kentuckians depend on #KYGA to hold #KYHigherEd accountable to its public mission and its obligation to serve this Commonwealth, not the interests of its own bureaucracy.
Never forget, my dearest darlings: #KYHigherEd does not govern Kentucky. It answers to #Kentucky.

Folks,
The @universityofky does, in fact, have an institutional neutrality policy. Credit where it is due. The problem is that having a policy and having a strong policy are two very different things.
However, IMO and mot reflecting opinion by @TheFIREorg , UK’s policy leaves too much room for administrators to decide when a political or social issue supposedly “directly impacts” the university’s mission.
With a mission as broad as education, research, health care, and public service, that exception can become large enough to swallow the rule. The policy also lacks the precision found at some other Kentucky universities on viewpoint-neutral access to university resources, forums, funding, and official communications.
UK should also clean up the overlap between its institutional neutrality policy and separate public-relations and communications rules. Multiple standards governing who speaks for the university create unnecessary ambiguity and give administrators too much discretion in politically sensitive cases.
So yes, UK has an institutional neutrality policy and would raise the grade from an F to a D-.
The university gets credit for recognizing the principle, but the policy still needs stronger guardrails, clearer First Amendment protections, and far less administrative wiggle room, including a need to apply to Eli, too.
My Dearest Darlings,
#Kentucky’s #KYGA should abolish faculty seats on the governing boards of every public university.
Public institutions exist to serve students and the Commonwealth, not the employees who work inside them.
Faculty should have academic freedom and a meaningful voice over curriculum, scholarship, and academic life. Governing authority is different, and employees should not hold guaranteed seats overseeing the institutions that employ them.
Higher education needs a governance structure built around students, taxpayers, accountability, and the public mission of the university.
Faculty deserve a voice in the academy, but the governing board should answer to Kentucky.
Happy #LaborDay, my darling #KYHigherED
HB58 was the starting point for the #kyga to regulate the surveillance state and to appropriately balance #publicsafety with #privacy rights - this is a long race, and great stamina is needed to keep up with the government’s continued expansion which is fueled by the benefit to select corporations.
In today’s Interim Judiciary, #flock testified to “airtight data protection;” 🤔 law enforcement said flock cameras were, “a most useful tool” (likely true and don’t wanna take them away); and private property interests said they “provide for safer stores and parking lots” (also probably true). Regardless, I hope the general assembly maintains oversight of surveillance as a legislative priority.

Every lobbyist at some point during #KYGA
Nobody does a crash out like Daniil Medvedev.
Thanks to #KYGA, Kentucky ranks 7th-highest by increase in per-pupil spending, but the ROI is poor.
So what's the problem?
Bureaucrats, rather than teachers, are getting the money, and students suffer the consequences.
In Kentucky, K-12 school spending has INCREASED 252% since 1970 — while average teacher salaries increased by only 11.8% during the same period.
The results:
• 29% of Kentucky 8th graders are proficient or above in reading
• 24% are proficient or above in mathematics, below the national average
The fix: require every Kentucky district to publish a PUBLIC checkbook — detailed information on EVERY dollar they spend.
Parents get immediate ACCESS to where the money goes, whether it's an administrator's salary, office supplies, or new curricula.

Go watch the #KYGA Contract Review Committee.
The University of Kentucky administration may be the most predictable group in Frankfort. I’d wager my student debt that at some point UK’s legal team will explain how many attorneys they have and how burdensome it is to keep up with Open Records Requests.
The script never changes. When questions are asked, UK complains about records requests. When documents are requested, UK complains about transparency. When lawmakers seek accountability, UK complains about the workload.
Public universities do not get to enjoy taxpayer funding while treating public records as a nuisance. Transparency is not an inconvenience. It is the price of public trust. (Hence part of the problem with @UKYpres’s admin).
With 25 in house attorneys l, contacted attorneys, lobbyists and a government arm in healthcare and institution:
Keep up, buttercups. Nut up, and shut up about a public institution being required to be public. Y’all should have the experience to know: welcome to working a government agency.
Blockbuster story from @HLCityhall on UK's continued lack of transparency, a topic the @KYLantern is also interested in
