DOMESTIC POWER FOR PEOPLE AND INDUSTRIALIZATION INVESTMENT:
On April 17, 2024, the foundation for the country's energy security was laid when the Malampaya Consortium announced up to US$800 million in investment to extend the production life of the Malampaya gas field. Under Service Contract 38, extended by 15 years, this was led by Prime Energy Resources Development B.V., together with UC38 PNOC Exploration Corporation (PNOC-EC) and Prime Oil & Gas Inc.
PUBLIC–PRIVATE PARTNERSHIP: STATE DIRECTION, PRIVATE CAPITAL:
The extension of SC 38 is a clear policy signal from the Marcos administration that energy security is non-negotiable. Instead of relying solely on imported LNG, which is vulnerable to global price shocks, the government chose a balanced strategy: local gas production supported by private capital and technical expertise. This model is not just for electricity but also for industrial competitiveness, job stability, and long-term investor confidence in the Philippines.
REALIZED RESULTS: MALAMPAYA EAST ONE (MAE-1):
On January 19, 2026, President Ferdinand R. Marcos Jr. personally announced that Malampaya East One (MAE-1) is the country's first major natural gas discovery in more than a decade. Located 5 kilometers east of the existing Malampaya field, it is estimated to contain 98 BILLION cubic feet (BCF) of gas in place, enough to generate approximately 14 BILLION kilowatt-hours of electricity per year.
POWERING MILLIONS: REAL IMPACT ON FILIPINOS
In practical terms, MAE-1 can supply electricity to 5.7 MILLION HOUSEHOLDS, 9,600 COMMERCIAL BUILDINGS, or nearly 200,000 SCHOOLS annually. The INITIAL WELL TEST flowed at 60 MILLION cubic feet per day, indicating that the reservoir productivity is comparable to the original Malampaya wells. This means it is not just additional supply—it is an extension of the backbone of the Luzon power system.
ENERGY SECURITY: DOMESTIC GAS AS AN ECONOMIC SHIELD:
Amid global fuel volatility, domestic gas serves as an economic shield. While imported fuel prices fluctuate, Malampaya gas provides price stability and grid reliability. The additional condensate—a high-value liquid fuel—has the potential to further reduce generation costs and generate extra revenue for the government, a win for both consumers and the fiscal side.
FILIPINO-LED EXCELLENCE: SKILLS, SAFETY, SOVEREIGNTY:
A key point in the President's announcement: Filipinos led the drilling operations, completed without any accidents or environmental incidents. This proves that the local workforce can operate at world-class offshore standards. Beyond pride, this is an investment in human capital and the nation's energy sovereignty.
INDUSTRIALIZATION AND GROWTH: ENERGY AS FOUNDATION
Malampaya continues to support up to 20% of Luzon's electricity requirements, which is critical especially during red and yellow alerts. For the economy, the link is clear: no industrialization without stable and affordable power.
