Maybe you live below an unstable retaining wall, or near a drainage channel where neighbours warn you: โWhen it rains heavily, water reaches this house.โ Please listen. A beautiful house on a sunny day may look very different during a heavy downpour.
And to landlords: if you know the house you are renting out puts someoneโs life at risk, act. Do not hide dangerous cracks or continue collecting rent from a house you know repeatedly floods or is unsafe. Rent should never be more important than the life of the person sleeping inside.
Not everyone can move easily. But if you are renting and have the possibility to choose a safer place, do it before the emergency chooses for you.
A cheaper rent is not a saving if it puts your life at risk. A house can be replaced. A life cannot.

Good news for #KigaliYacu: construction of the Prince HouseโGiporosoโMasaka Road has finally kicked off.
For those who live, work, study, run businesses, or simply travel along this corridor, the coming months will bring change. And with change will come some inconvenience.
Your usual route may not always be the fastest. A road you use every morning may be temporarily diverted. You may need to leave home a little earlier. Customers may have to use a different entrance to reach a business. Some neighbourhoods may experience more traffic as drivers look for alternative routes. And if you are heading to the airport, failing to plan for these changes could even mean missing your flight.
So, let us make this period easier for all of us by planning ahead and adapting.
Check alternative routes before leaving home or the office. Allow yourself extra time. Follow traffic signs and instructions. If you run a business along the corridor, think ahead about access for customers and deliveries. If you are travelling by air, donโt only plan around the recommended airport arrival time; add extra time for possible delays on your way to the airport. If your children use this route to school, consider how their journey may change.
And please, let us be considerate of one another. Some alternative routes may take us through neighbourhoods that are not used to heavy traffic, where children may be accustomed to walking or playing near the roadside. Drive carefully, respect pedestrians, avoid unnecessary hooting, and follow traffic guidance.

#MondayReflection: ๐๐ข๐ช ๐๐ข๐๐ฆ ๐ ๐๐๐ง๐ฌ ๐๐ฅ๐๐๐ง๐ ๐๐ข๐๐ฆ?
It sounds like a simple question.
But perhaps we should begin with a more difficult one:
How can the City talk about creating jobs while, at the same time, closing businesses that employ people?
It is a fair question, right?
In just two weeks, 30 factories producing illicit alcoholic beverages have been closed in Kigali, with at least 1,229 employees affected. In addition, 840 bars and 10 liquor stores have been closed for non-compliance. Some may reopen after fulfilling the required conditions. Others may not.
Behind these numbers are people. Someone may have lost a salary. Someone may be wondering how to pay rent. Someone has children to feed. A supplier may have lost a customer.
Yes. We never talk about enforcement without also thinking about the people whose livelihoods are affected.
But here is the difficult question:
โก๏ธShould a factory producing something that may endanger peopleโs health remain open simply because it employs 100 people?
โก๏ธShould a bar that does not meet required standards continue operating simply because people work there?
If the answer were yes, then almost any harmful or illegal activity could be justified in the name of employment.
โก๏ธCan we agree that a job is important, but it cannot come at the expense of someone elseโs health, safety or life?
And this brings us back to the original question:
โก๏ธHow does a city create jobs? Mostly, not by hiring everyone.
A city creates jobs by creating the conditions in which businesses can invest, grow and employ people.
Take GAMICO, for example. Its mining operations employ more than 1,500 people.
Look at RAMBA Hills, currently under construction. Hundreds of people are already earning a living from its construction.
And look at the ongoing restoration of Kigaliโs five wetlands. Since the works began, they have provided employment opportunities to 12,124 people โ 5,213 women and 6,911 men โ including labourers, technicians and people involved in landscaping, construction, maintenance and other supporting activities.
Then think about the many other construction sites across #KigaliYacu.
Later, these completed developments may employ cleaners, receptionists, accountants, technicians, managers, and many others. One investment can create a whole chain of livelihoods because one job can create another.
The construction worker buys lunch from someone. The hotel buys vegetables from a farmer. The factory needs transporters. The mining company needs suppliers. The restaurant employs a waiter who pays a tailor, a landlord or a moto rider.
Money moves. Opportunities multiply.
That is how a city creates jobs. Jobs are created when the City facilitates industries, hotels, restaurants and commercial developments; builds roads and markets; supports entrepreneurs; attracts conferences and major events; promotes tourism; restores our natural ecosystems; and makes it easier for legitimate businesses to operate.
But job creation and regulation go hand in hand.
โก๏ธGovernment, including the City, has two responsibilities that must co-exist:
Create an environment where legitimate businesses and jobs can grow; and protect the public when economic activities become illegal, unsafe or harmful.
Sometimes the second responsibility unfortunately means that jobs are affected. We should acknowledge that. But our response cannot be to protect harmful activities simply because they employ people.
Our bigger responsibility is to keep building an economy capable of creating more legitimate opportunities than those we lose through enforcement and economic change.
So when we say that a city created thousands of jobs, it does not necessarily mean thousands of people were added to the City payroll.
It means that public and private investment, infrastructure, environmental restoration, business facilitation, and economic activity created opportunities for people to earn a living.
And perhaps our measure of success should not simply be: โHow many jobs did we create?โ It should also be: โWhat kind of jobs did we create?โ

It sounds like a simple question.
But perhaps we should begin with a more difficult one:
How can the City talk about creating jobs while, at the same time, closing businesses that employ people?
It is a fair question, right?
In just two weeks, 30 factories producing illicit alcoholic beverages have been closed in Kigali, with at least 1,229 employees affected. In addition, 840 bars and 10 liquor stores have been closed for non-compliance. Some may reopen after fulfilling the required conditions. Others may not.
Behind these numbers are people. Someone may have lost a salary. Someone may be wondering how to pay rent. Someone has children to feed. A supplier may have lost a customer.
Yes. We never talk about enforcement without also thinking about the people whose livelihoods are affected.
But here is the difficult question:
โก๏ธShould a factory producing something that may endanger peopleโs health remain open simply because it employs 100 people?
โก๏ธShould a bar that does not meet required standards continue operating simply because people work there?
If the answer were yes, then almost any harmful or illegal activity could be justified in the name of employment.
โก๏ธCan we agree that a job is important, but it cannot come at the expense of someone elseโs health, safety or life?
And this brings us back to the original question:
โก๏ธHow does a city create jobs? Mostly, not by hiring everyone.
A city creates jobs by creating the conditions in which businesses can invest, grow and employ people.
Take GAMICO, for example. Its mining operations employ more than 1,500 people.
Look at RAMBA Hills, currently under construction. Hundreds of people are already earning a living from its construction.
And look at the ongoing restoration of Kigaliโs five wetlands. Since the works began, they have provided employment opportunities to 12,124 people โ 5,213 women and 6,911 men โ including labourers, technicians and people involved in landscaping, construction, maintenance and other supporting activities.
Then think about the many other construction sites across #KigaliYacu.
Later, these completed developments may employ cleaners, receptionists, accountants, technicians, managers, and many others. One investment can create a whole chain of livelihoods because one job can create another.
The construction worker buys lunch from someone. The hotel buys vegetables from a farmer. The factory needs transporters. The mining company needs suppliers. The restaurant employs a waiter who pays a tailor, a landlord or a moto rider.
Money moves. Opportunities multiply.
That is how a city creates jobs. Jobs are created when the City facilitates industries, hotels, restaurants and commercial developments; builds roads and markets; supports entrepreneurs; attracts conferences and major events; promotes tourism; restores our natural ecosystems; and makes it easier for legitimate businesses to operate.
But job creation and regulation go hand in hand.
โก๏ธGovernment, including the City, has two responsibilities that must co-exist:
Create an environment where legitimate businesses and jobs can grow; and protect the public when economic activities become illegal, unsafe or harmful.
Sometimes the second responsibility unfortunately means that jobs are affected. We should acknowledge that. But our response cannot be to protect harmful activities simply because they employ people.
Our bigger responsibility is to keep building an economy capable of creating more legitimate opportunities than those we lose through enforcement and economic change.
So when we say that a city created thousands of jobs, it does not necessarily mean thousands of people were added to the City payroll.
It means that public and private investment, infrastructure, environmental restoration, business facilitation, and economic activity created opportunities for people to earn a living.
And perhaps our measure of success should not simply be: โHow many jobs did we create?โ It should also be: โWhat kind of jobs did we create?โ
Jobs that are lawful. Jobs that are sustainable. Jobs that give people dignity. Jobs that contribute to our economy without harming the health and future of our people.

It is 2:00 a.m. in #KigaliYacu.
Your neighbourhood is quiet. Your children are asleep. Then suddenly, biranuka cyane!
The smell reaches your bedroom. You wake up, wondering whether you forgot to close a window, and wonder: โWhere is this coming from?โ
Somewhere, someone may have just released untreated wastewater into a drainage channel. And sometimes, it is blackwater from toilets.
Perhaps it is done at night because nobody is watching. By morning, the wastewater may have flowed away.
But the pollution does not disappear.
Complaints about unbearable smells and polluted air are among the concerns we receive from residents in different parts of #Kigali. And this should make us reflect:
What kind of city are we building if we only respect its cleanliness when someone is watching?
Untreated wastewater released into drainage channels can pollute our environment, contaminate our waterways and expose people to poor sanitation-related diseases. It can also eventually reach our restored wetlands.
We have invested significantly in bringing these wetlands back to life. They are the lungs of #KigaliYacu. Our lungs should never become sewers.
Every property owner and building manager has a responsibility to properly manage wastewater. And the more people a building accommodates, the greater that responsibility becomes.
Releasing untreated wastewater into drainage channels and wetlands is harmful and against the rules. Those found responsible will face applicable penalties, with stronger measures for repeated violations.
But we need something stronger than the fear of being caught. We need to understand that these rules exist for all of us. Because when someone releases wastewater at 2:00 a.m., the smell does not stay on their property.
It enters someone elseโs home. It disturbs someone elseโs sleep. It exposes our communities to poor sanitation-related diseases. And it pollutes wetlands that belong to all of us.
So, before asking โWho will catch me?โ, perhaps we should ask: โWho will suffer because of what I am doing?โ
Clean air and healthy wetlands are not luxuries. They are things we owe one another.
Protecting #KigaliYacu means doing the right thing โ even at 2:00 a.m., when we think nobody is watching.

Some people have been asking whether the alcoholic beverages recalled by @RwandaFDA can still be sold until the remaining stock is finished.
Think about it this way.
If you are eating food and suddenly discover it is contaminated, would you say, โLet me finish it firstโ?
Of course not.
You would stop eating immediately. In fact, you would probably wish you had never swallowed the first bite.
The same principle applies here.
When Rwanda FDA orders a product to be recalled, the safest decision is to stop consuming it immediately,

โ๐ฝ even if it is still on a shelf somewhere, or

#MondayReflection: Parents, children are always watching
School holidays are often the most memorable time of a child's year. Long after they have forgotten many of the lessons they studied in the classroom, they will still remember these weeks.
Some memories will come from family outings, visits to grandparents, football matches, museums, parks, #Umuganda, #CarFreeDay, or simply walking together around the neighbourhood.
But the greatest lessons they learn this holiday will not come from where we take them. They will come from watching us.
Children learn more from our example than from our instructions.
โถ๏ธ They notice whether we greet our neighbours with a smile or walk past without acknowledging them.
โถ๏ธ They notice whether we throw litter into a bin or onto the street.
โถ๏ธ They notice whether we stop at a zebra crossing, obey traffic lights, respect public property, speak kindly to others, and thank the people who serve us.
โถ๏ธ They notice whether we queue patiently or try to push ahead.
โถ๏ธ They notice how we treat security guards, cleaners, waiters, bus conductors, and strangers.
Long before they become responsible citizens, they become careful observers.
The values that make Kigali specialโcleanliness, respect, kindness, discipline, and care for one anotherโare not inherited. They are demonstrated.
This holiday, spend time with your children.
Read together. Play together. Visit places that inspire curiosity. Walk through our parks. Attend community events. Explore #KigaliYacu together. Listen to their questions. Let them discover new things.
But above all, remember this: You are part of what they are discovering.
One day, your child may not remember every place you visited together. But they will remember the kind of person you were.
And one day, without even thinking about it, they will become that person for someone else.

One question I am often asked is:
โWHAT MAKES RWANDA WORK?โ
Many answers come to mind: unity, leadership, accountability, innovationโฆ.
But if I had to choose just one, I would say this:
โRwanda thinks long term.โ
Many countries make decisions for the next election. Rwanda has consistently made decisions for the next generation.
We restore wetlands not only because they are beautiful, but because future generations deserve protection from floods, cleaner air, biodiversity, and healthy public spaces.
We require construction permits because todayโs decisions shape tomorrowโs neighbourhoods. A well-planned city isnโt built overnight; it is built one responsible decision at a time.
We plant millions of trees knowing that many of us may never sit under all of their shade.
That is long term thinking. Perhaps thatโs also the lesson we can apply to our own lives.
The best investments rarely produce immediate results.
Education. Saving. Building trust. Protecting your health. Raising children. Growing a business. Serving your community.
All require us to sacrifice something today for a better tomorrow.
The same is true for nations.
Rwanda does not work because government works alone. It works because millions of ordinary people choose, every day, to do ordinary things extraordinarily well:
โถ๏ธ obeying the law,
โถ๏ธ paying their taxes,
โถ๏ธ protecting the environment,
โถ๏ธ caring for their communities,
โถ๏ธ supporting one another,
โถ๏ธ and believing that their individual actions contribute to something bigger than themselves.
That is how nations are built.
Every generation inherits two things: the Rwanda it receives, and the Rwanda it leaves behind. The first is not our choice. The second is.
The generation before us ended the Genocide against the Tutsi and rebuilt Rwanda.
Our generation must honour that legacy, not only by preserving what they built, but by building even further for those who will come after us.
So, as we begin this week, perhaps the most important question isnโt what we plan to accomplish by Friday.
It is this:
Will the decisions I make today make tomorrowโs Kigali, and Rwanda, better for those who come after me?
Because nations are not built in a day. They are built every day, one thoughtful decision at a time.

HAVE YOU EVER WONDERED WHY KIGALI HAS A MASTER PLAN?
The answer is actually written in some of Kigaliโs oldest neighbourhoods.
There was a time when people built wherever and however they could. One house here. Another there. A footpath instead of a road. Homes squeezed into steep slopes. No space for drainage. No room for emergency vehicles. No land reserved for schools, parks, or other public services.
Many people in Agatare, Nyamirambo, Gatenga, and other neighbourhoods that have since been upgraded remember those days. Others are still living that reality today in parts of Gitega, Kimisagara, and other informal settlements that are yet to be upgraded.
That is why the City continues investing in neighbourhood upgrading. Roads and drainage systems are constructed, public spaces are created, and essential services are brought closer to residents.
Communities become safer, cleaner, healthier, and more connected. Property values increase. Homes become easier to access. Quality of life improves.
That transformation does not happen by chance. It happens because of planning.
Now imagine waking up tomorrow and discovering that everyone could once again build anything, anywhere, however they wanted.
A petrol station next to your bedroom. A nightclub beside a nursery school. A ten-storey building blocking the sunlight from your home. A factory in the middle of a residential neighbourhood. A house built across the road you use every day.
Freedom would no longer feel like freedom. It would become chaos.
That is why cities have Master Plans.
A Master Plan is not designed to make life difficult. It exists to make life better, not just for todayโs residents, but for future generations as well.
When the Master Plan designates land for housing, businesses, industry, agriculture, roads, schools, hospitals, parks, wetlands, and other public facilities, it is protecting everyoneโs quality of life. It ensures the city grows in an organised way, infrastructure can reach every neighbourhood, and future generations inherit a city that works.
Sometimes we only see the restriction.
โWhy canโt I build what I want on my own land?โ
Perhaps the better question is:
โWhat would happen if everyone did?โ
Cities admired around the world did not become organised by accident. They became organised because generations of citizens accepted that individual choices sometimes have to fit within a shared vision.
That is also true for #KigaliYacu. Every building that respects the Master Plan contributes to a safer, healthier, greener, more accessible, and more valuable city. Every exception takes us a step backwards.
Owning land gives us rights. Living in a city gives us responsibilities. The Kigali Master Plan is where those two meet.
Be a responsible citizen. Before you build, obtain a construction permit. Then build exactly as approved.
Together, we can build a safer, more organised, and more liveable #KigaliYacu for everyone.
