Specialists study the wanted man’s daily routine, his relatives, friends, places of work, routes, and habits. Sometimes surveillance continues for months or even years. Before an operation, it is necessary to confirm not only the identity but also the precise location of the target — down to a specific building, room, or window. If uninvolved people are nearby, the military may wait for a more suitable moment. According to published data, approximately 5,000 terrorists took part in the attack. About 2,800 of them have already been eliminated, and roughly 300 have been captured. Nearly 1,900 participants in the attack remain at large.
