Subject: Request for immediate registration of FIR and arrest of Shri Sanjay Raut, MP (Shiv Sena UBT) for inciting violence and threatening constitutional institutions
Respected Sir,
I am writing to draw your urgent attention to a deeply concerning and provocative social media post made on 19th October 2026 by Shri Sanjay Raut, Member of Parliament (Shiv Sena UBT).
In his recent public post on platform X (formerly Twitter), Shri Sanjay Raut cited an incident involving violent civil unrest in Albania—specifically referencing the burning down of the Supreme Court and attacks on public infrastructure and public officials—and explicitly urged other nations, highlighted by the National Flag of India, to "learn a lesson" from these violent events.
This statement goes far beyond legitimate political discourse or constitutionally protected free speech. It amounts to:
Incitement to Violence and Rioting: Directly encouraging citizens to emulate violent attacks on democratic institutions, constitutional courts, and elected representatives.
Subversion of Constitutional Order: Undermining public faith in the Judiciary, particularly the Supreme Court of India, by drawing dangerous parallels to violent insurrections abroad.
Threat to National Security and Public Order: Instigating mass disaffection and civil unrest against the state and key government offices.
Given the potential of such incendiary remarks to disrupt law and order and provoke unlawful assemblies, I urge the Ministry of Home Affairs and law enforcement agencies to:
Register an immediate First Information Report (FIR) under relevant sections of the Bharatiya Nyaya Sanhita (BNS) (including provisions related to inciting violence, provocation with intent to cause riot, and statements conducive to public mischief) as well as the Information Technology Act, 2000.
Initiate appropriate legal proceedings and order his immediate arrest to prevent any disruption of peace and to send a strong signal against the promotion of political violence and anarchy.
Thank you for your prompt attention to this matter of public safety and national security.
