Because the notion of '#prior' is not diffeomorphic to entities in the brain. For example, is your 'prior' at a single-neuron, neuron-group, meso or spatiotemporal network level ?
Sounds like a chewing gum hypothesis to me, which can be elastically adapted to a large equivalence set of neuroscience findings; which is, why it is not falsifiable in David Deutsch's sense of a strong hypothesis.

While increased coupling between transmodal and unimodal networks could theoretically reflect a "flattening" of intrinsic processing hierarchies (@MGirnNeuro), and could also be consistent with REBUS-style relaxed precision weighting (@RCarhartHarris), the authors acknowledge that this data is based non-directional functional connectivity. So I don't see why these findings aren't just as consistent with a "strengthened priors" account (c.f. SEBUS effects, which I believe to be a more parsimonious account of the hallucinations and "noetic quality" of psychedelic experiences):
