Scotland keeps throwing money at drug policy, recovery, and gender law, but is anything actually getting better? In her substack articles for Nov 2025, @Annemarieward went digging, and honestly, what she uncovered is a mess - ideology running wild, endless red tape, and not much to show for it.
Take drug policy. Total disaster. They’ve spent £250 million on “harm reduction,” but real recovery barely gets a look. The numbers they track? It’s just “treatment engagement” instead of real progress. People’s lives don’t change.
Then there's gender law. It’s chaos. Ministers dodge court orders on gender recognition and trans prisoners. They barely mention women’s safety. Politics keeps winning out over the law, and no one takes responsibility.
Bureaucracy is out of control. PR teams pop up everywhere, committees keep multiplying, NGOs grab the cash - meanwhile, detox beds and real rehab options vanish. All that spending, and drug deaths barely budge.
Look at the Thistle Centre in Glasgow. It’s a supervised crack and heroin room - illegal, pricey, no rehab, no hope for recovery. Policymakers act like recovery’s impossible, but it isn’t.
The system’s stuck in the past, still tangled up in Sir Charles Gray’s old centralised structures. ALEOs, housing bodies, health partnerships - they all block change. Politics alone just doesn’t cut it.
Recovery isn’t neat or simple. Addiction is messy because people are messy. Real recovery doesn’t follow a straight line. What actually helps? Community, connection, meaning, creativity - the stuff bureaucrats can’t tally, but Annemarie makes it clear: this is what saves lives.
Here’s the hard truth: Ideology always wins. Evidence loses. Survival gets prioritised over real recovery. The system chases headlines, not real results. People and families get left behind.
Ward’s fix is straightforward:
*Show us where the money goes.
*Bring in real, independent oversight.
*Actually fund detox and rehab.
*Measure real recovery, not just “engagement.”
*Tear down broken systems and rebuild them from scratch.
Bottom line: People can recover. But for that to happen, Scotland has to stop pretending, face the facts, and put people first. Anything less? It’s just fake compassion.
