My first reaction wasn't excitement — it was three questions I ask as a change management professional: Readiness, Capacity, and Institutional Culture.
READINESS: Are state governments and their institutions actually ready for a change of this magnitude? Standing up new security architecture isn't a policy switch, it's an institutional transformation. Has anyone assessed whether states are prepared for that?
CAPACITY: Do states have what it takes to build police institutions to global standards — ones that can actually move the needle on insecurity? We don't have to guess. States like Lagos, Enugu, Anambra, and Edo already run quasi-paramilitary/vigilante arrangements. What have those outcomes been? That's our capacity gap analysis, sitting right there, waiting to be studied.
CULTURE: How have governors managed the Commissioners of Police (CP) already posted to them? Some have openly rejected CPs and had them withdrawn. If governors struggle with an arm's-length federal appointee, what happens when they directly appoint and control their own — serving entirely at their pleasure?
We've also seen criminal elements shielded by state actors run roadblocks on federal and state roads in Kogi, Edo, Enugu, Anambra, Delta, Abia, Imo, Akwa Ibom, and Rivers, while sitting Commissioners look away because those elements serve politically connected interests.
That's not hypothetical — that's the institutional culture we'd be handing state policing powers into.
We absolutely need better policing and better security of lives and property.
My doubt isn't about the goal. It's whether our state governments currently have the Readiness, Capacity, and Institutional Culture to deliver a state police fit for purpose.
