مفتی محمد تقی عثمانی صاحب نے اپنے خطاب میں واضح اور دو ٹوک انداز میں کہا کہ پاکستان ایک اسلامی ریاست ہے، اس کا دستور اسلامی ہے اور اس کے خلاف ہتھیار اٹھانا جہاد نہیں بلکہ کھلی بغاوت، ناجائز اور حرام ہے۔ انہوں نے TTP کو یاد دلایا کہ جب نور ولی محسود اور ان کے رفقا سے ہماری ملاقات ہوئی تھی تو ہم نے دلائل کے ساتھ انہیں سمجھایا تھا کہ مسلمان حکومت کے خلاف قتال کی کوئی شرعی گنجائش نہیں اور انہوں نے خود اعتراف کیا تھا کہ بات ان کی سمجھ میں آگئی ہے، اس کے باوجود آج وہ یہ دعویٰ کر رہے ہیں کہ علما نے ان کی رہنمائی نہیں کی۔ مفتی صاحب نے یہ بھی کہا کہ روس اور امریکہ کے خلاف جہاد کا فتویٰ کفار کے قبضے کے خلاف تھا، اسے پاکستان جیسی اسلامی ریاست کے خلاف لڑائی کا جواز بنانا سنگین مغالطہ اور انتہائی فتنہ ہے۔ اصل میں TTP کا مسئلہ دینی نہیں بلکہ سیاسی، خصوصاً فاتح کے انضمام کا تھا، جسے انہوں نے ہتھیار اٹھانے کی بنیاد بنا لیا۔ مفتی تقی عثمانی نے آخر میں اعلان کیا کہ پاکستان کے خلاف کوئی بھی مسلح کارروائی بغاوت ہے، ناجائز ہے اور علما کبھی اس کی تائید نہیں کر سکتے۔
