ये #CAPFvsIPS नहीं है....ये 15 साल से चल रही एक disciplined, lawful लड़ाई की सच्चाई है। 2009 में 6th CPC लागू हुआ... 57 Group ‘A’ services को NFFU, timely promotions और financial parity मिली। #CAPFofficers.... जो UPSC से Group ‘A’ में आते हैं, toughest field conditions में serve करते हैं...उन्हें systematically इससे बाहर रखा गया। उन्होने system के हर दरवाजे knock किया @DelhiHighCourt →@indSupremeCourt → #Reviewpetitions... हर जगह lawful तरीके से लड़े, और directions भी clear थे.. RRs को OGAS norms (IAS+2) के साथ align करो, #cadrereview करो। आज भी solution complicated नहीं है: • #NFFU को #OGAS norms के साथ implement करो → 90% issue खत्म • 2021 से pending cadre review करो → 9% issue खत्म • Remaining concerns → dialogue से resolve ना #CAPF किसी service के खिलाफ है, ना #IPSdeputation के—वो fair, reasonable और two-way होना चाहिए। ADG/SDG/DG levels पर कोई dispute नहीं है। असल दर्द कहाँ है? जहाँ पहले 6 साल में first promotion मिलती थी, वहीं आज 15 साल बाद भी AC promotion के लिए wait कर रहा है। 2005 batch officer को 2018 में NFSG और 2023 में SAG मिलना चाहिए था... 2026 में भी NFSG के लिए struggle करना पड़ रहा है। तो सवाल सीधा और uncomfortable है.. जब 6th & 7th CPC, Parliamentary Committees (2018) और @indSupremeCourt directions सब clear थे, तो 15 साल तक delay क्यों? जब officers court में लड़ रहे थे तब सरकार silent क्यों थी? और जब legal battle जीत ली गई.. तो एक Act लाकर judicial remedy का रास्ता बंद क्यों किया गया? अगर यही ‘reform’ था तो 15 साल पहले क्यों नहीं? ये सिर्फ pay या promotion का issue नहीं..ये dignity, fairness और उस trust का सवाल है जो एक uniformed officer system पर रखता है। 15 साल की मेहनत, dues, promotions और उम्मीद..इनका जवाब कौन देगा? #CAPF #Justice #NFFU #PayParity #15YearsQuestion #RuleOfLaw

यह पूरा “#CAPFvsIPS” वाला narrative असल में ground reality से ज़्यादा perception management का खेल लगता है। सच ये है कि न कभी कोई #institutionalrivalry थी, न ही होनी चाहिए। #CentralArmedPoliceForces और #IndianPoliceService — दोनों ही इस देश के pillar हैं, दोनों की contribution unquestionable है, और दोनों का सम्मान होना चाहिए। मुद्दा comparison का नहीं है, #justice का है। किसी ने भी #IPS की contribution को कम नहीं आँका। लेकिन सवाल ये है कि जब एक #force अपने legally due rights की बात करती है, तो उसे oppose करने की ज़रूरत क्यों पड़ती है? जब सबके पास अपने-अपने domain, power, structure already defined हैं, तो फिर ये unnecessary resistance किस लिए? और सबसे गंभीर बात जब @indSupremeCourt जैसा institution, जो #Constitution का #guardian है, एक clear verdict देता है… और उसके बाद उसे bypass या dilute करने के लिए legislative route अपनाया जाता है, तो सवाल उठना स्वाभाविक है। ये सिर्फ #CAPF या #IPS का issue नहीं रह जाता, ये institutional integrity का सवाल बन जाता है। अगर आप इतने “premium institutions” का हिस्सा हैं, तो minimum expectation ये होती है कि आप fairness और empathy दिखाएँ especially towards fellow forces। लेकिन यहाँ जो दिख रहा है, वो एक “win-lose mindset” है, जहाँ focus justice पर नहीं, बल्कि dominance पर shift हो जाता है। और जब इस stance को justify करने के लिए social media narratives, selective articles, और anonymous/#fakeaccounts का सहारा लिया जाता है, तो credibility और भी कमजोर होती है। अगर argument genuinely strong है, तो उसे transparent तरीके से defend किया जा सकता है echo chambers बनाकर नहीं। जहाँ तक #corruption की बात है वो एक universal problem है। एक street vendor से लेकर top bureaucracy तक, हर level पर अच्छे और बुरे लोग दोनों होते हैं। लेकिन इस fact का इस्तेमाल किसी के #legitimaterights को deny करने के justification के रूप में नहीं किया जा सकता। हाँ, ये भी एक #uncomfortable truth है कि आम आदमी आज भी #policestation जाने से हिचकता है और ये perception हवा में नहीं बना, सालों के अनुभव और narratives से बना है। लेकिन इसका solution ये नहीं है कि एक और force के #rightfulclaims को दबा दिया जाए। Final point बहुत simple है अगर कोई force कानून के तहत अपने अधिकार मांग रही है, तो उस demand को merit पर evaluate किया जाना चाहिए न कि power dynamics या institutional ego के आधार पर। #Justice को #defend करना “#conflict” नहीं होता, लेकिन #justice को रोकना definitely conflict create करता है। #capfbill_रद्द_करो #capfbill_काला_कानून #capfvoicesignored #capf_blackbill_factcheck
