I mean, Saddam's regime collapsed in three weeks, a cakewalk by any historical standard. Anglo-American troops *were* welcomed in much of Iraq - even with flowers! And there is no reason Iraq couldn't have paid for its reconstruction, without the rampant stealing by the new elite
