Pakistan and Saudi Arabia have been close allies for a long time, mainly because they share the same faith and have similar goals for keeping their region safe. They’ve worked together on security matters for decades, and their partnership just got stronger with a new agreement signed on September 17, 2025.
What is a Deal?
During a visit to Saudi Arabia, Pakistan’s Prime Minister Shehbaz Sharif and Saudi Crown Prince Mohammed bin Salman signed a Strategic Mutual Defense Agreement. This deal says that if either country is attacked, the other will treat it as an attack on itself and step in to help. It covers all kinds of military support, like sharing weapons, training, and intelligence. Some think it might even involve Pakistan’s nuclear strength, but both sides say it’s more about overall defense teamwork than anything specific like that.
Why this deal now?
The region has been shaky lately, with things like an Israeli airstrike in Qatar. Saudi Arabia feels less sure about relying on the U.S. for protection, so this deal with Pakistan strengthens their backup plan. Similarly, Pakistan has been hammered by India recently. So they obviously need money to rebuild the army.
Saudi - Pak Defense Collaboration in the past:
1960s–1980s: Saudi Arabia provided critical financial aid to Pakistan during its economic crises, enabling military modernization. In return, Pakistan deployed troops to safeguard Mecca and Medina during the 1979 Grand Mosque seizure.
Joint Military Exercises: Regular drills, such as the "Al-Samsam" series (e.g., Al-Samsam 5 in 2015), have honed interoperability between Pakistani special forces and Saudi land units, focusing on counter-terrorism and border security.
Arms and Nuclear Ties: Pakistan has supplied ballistic missiles and expertise, while unconfirmed reports suggest Saudi funding contributed to Pakistan's nuclear program in the 1980s–1990s, though both nations deny formal nuclear sharing.
Post-9/11 Era: Enhanced intelligence sharing and training programs, with thousands of Pakistani personnel serving in Saudi security roles
Which countries in the neighborhood would be impacted?
Yemen: Saudi Arabia’s military campaign against Houthi rebels in Yemen, supported by Pakistani expertise and potential troop contributions, directly impacts Yemen’s ongoing civil war. Pakistani military advisors and equipment have strengthened Saudi-led operations, prolonging the conflict.
Iran: The rivalry between Iran and Saudi Arabia is a major conflict in the Middle East, driven by their religious differences—Saudi Arabia is Sunni, while Iran is Shiite—causing them to compete for influence over Muslim countries. They fight indirectly through proxy wars, like in Yemen, where Saudi Arabia battles Iran-supported Houthi rebels, and in Syria, where Iran backs the government and Saudi Arabia supports rebels. Both want to be the dominant power in the region, with Saudi Arabia using its oil money and U.S. support, while Iran relies on its missiles and groups like Hezbollah. Iran’s nuclear program worries Saudi Arabia, which might seek nuclear help from Pakistan. Tensions flared when they cut diplomatic ties in 2016 after Saudi Arabia executed a Shiite cleric, and they keep competing globally, though they sometimes try to ease tensions.
India: Pakistan’s enhanced military capabilities, partly funded by Saudi Arabia, pose a direct challenge to India, given the longstanding India-Pakistan rivalry over Kashmir and other issues. Saudi financial support for Pakistan’s arms acquisitions heightens India’s defense concerns as money in the hands of Paki military have been used to fund terrorist activities in India.
USA: Key ally of both Pakistan and Saudi Arabia, the U.S. is heavily invested in both countries. The US has significant number of military bases in both Saudi and in Pakistan. Saudi in fact heavily relies on the US for their defense needs. However, with Israel attacking Qatar in the midst of discussion with Hamas, Saudi seems to have alarmed over US' failure to protect Qatar, and this aspect is weighing on Saudis, so they are looking for the backup option.
