This is a reference to the spice melange which plays a pivotal role in Frank Herbert's Dune novel series.

Briefing: The time has come to eradicate the Terminid Supercolony completely. The Helldivers will deploy to the surface of Meridia to deploy partial payloads of Dark Fluid across the planet.
Once a critical mass is reached, the Dark Fluid will accrete into a superdense mass, triggering total planetary implosion. The Supercolony, and its hyper-reproductive Terminids, will be destroyed. Speed is critical. Technicians at the Moradesh Research Facility are working nonstop to convert raw Dark Fluid into weaponized payloads for this operation.
This high output cannot be maintained for long, even with safety and sleep protocols optimized for productivity. The destruction of an entire planet is an irreversible action—one that all Super Earth citizens know is a terrible tragedy. But the tyrannical actions of the Terminids have left us no alternative
Outcome: ✅Success
The Supercolony has been destroyed. In its place, a "beautiful" black hole remains, drawing in every Terminid spore within several billion kilometers.

What If❓
What if the Illuminates could drown a planet, turning it into an aquatic planet devoid of land.
Since the Illuminates or the "Squ'ith" were originally an aquatic species, they could potentially use this method to create such planets that could not be able to be assaulted by Helldiver operations.

Each colony is managed by a Colonial Overseer, with entire planets being overseen by a Planetary Overseer who are elected into office, much like other Super Earth officials.
All ultimately report to the Ministry of Expansion.
Colonial Overseers are the people responsible for making sure that planetary colonies remain stable, loyal, and productive.
It is explained through in-game ads and posters that each Colonial Overseer is elected through suffrage, and that the Colonial Overseers often receive instructions from the SEAF to remain on their respective planets to help with their defense. This can be inferred by the SEAF Communication Devices that are found across the many planets in Helldivers 2.

Of course not every vessel put to the stars by humanity belongs to the Super Earth Navy, nor is everyone lucky enough to crew a Super Destroyer, pilot an Eagle Fighter, or be assigned as one of the 1.3 million personnel aboard the Democracy Space Station.
As the great philosopher of Warfare Sun Tzu once said: "The line between disorder and order lies in logistics."
Foodstuffs to feed the hungry, materials to make implements of war and patriotic volunteers willing to throw themselves into the line of fire need to be transported around the galaxy somehow.
Thus, whilst it might not be as exciting as laying waste to an entire planet from low orbit, logistical craft are as much of a vital component to any military campaign as Super Destroyers, though rarely if ever do they get as much attention and hardly any glory.
The Super Earth Navy of course maintains its own fleet of Faster than Light Capable military transports and lander.
The Democracy Space Station for example, requires its own armada of attached logistics ships to properly supply the Intergalactic Battlestation and it's 1.3 million crew with all the food, fuel, parts and ammunition it needs to keep the station running and support planet side SEAF Operations.
However, the transport of militarily non-strategic cargo, civilians and cargo through space is still facilitated in non-military transports -- particularly during planetary evacuations and the settling of new worlds.
Such civilian vessels are large, unarmed, unarmoured and unprepared, making them vulnerable to attack by malicious forces who would seek to destroy or capture their valuable cargo.
This further reinforces the importance of the navy's vital mission of keeping the space lanes clear of the enemies of freedom and open for all traffic, military, commercial or otherwise.
