I had the honor of attending the 12th Herat Security Dialogue (#HSD12) convened by the Afghan Institute for Strategic Studies (@AISS) in Madrid on February 24-25, 2025.
In Afghanistan, where the voices of intellectuals, experts, and policymakers, gatherings like the Herat Security Dialogue provide a vital platform. They enable scholars, academics, diplomats, policymakers, journalists, and activists to connect, engage in meaningful discussions, assess past events, and foster hope for the future.
Congratulations to @DrDadfarSpanta @AISS_Afg @DrMoradian1 for successful holding the #HSD12 in Madrid. The great intellectual space to address the strategic, security and political issues of Afghanistan. Thank you for the effort. Hope to held the #HSD13 in Herat. #FreeAfghanistan

Honoured to participate in the panel discussion of #HSD12 in Madrid, with distinguished panellists from I.R. of Iran, Pakistan, Europe and the US.
The topic was “Taming Great Game: Sanctions, International Cooperation & Diplomacy”
My key points were:
Since 1970s, a series of geopolitical games, with gradually increased complexities, have been played in & around Afghanistan with catastrophic impact on our people and others.
Even games played as far afield as Ukraine, Gaza and Indo-Pacific have created space for terror to breath in Afghanistan.
Multiplicity of the games and their players and proxies, makes the peace of Afghanistan more difficult.
What a good number of them have in common is the blind use of realpolitik for short-term country-specific gains but medium term and long-term troubles for all, including their instigators.
The Soviet invasion of 1980s led to its own disintegration. Also, those in the region who transformed the Taliban into a fighting force some 30 years ago for use as instrument in pursuit of strategic objectives, and those in our region who propped them further to deliver blows to their international adversaries – they may have had the short-term sweeteners, but they ALL suffer from the Taliban rule today and desperately search for other viable options.
The sad reality is that given the human nature, some of these reckless games may continue to happen. But I think there are ways and means to reduce the destructive aspects of them, in the interest of all.
In that respect, I would like to allude briefly to three key points:
