What makes his story particularly interesting is that Hulsey describes two separate encounters with unidentified aerial phenomena approximately twenty years apart. The first occurred around 2002–2003, while he was stationed at Marine Corps Air Station Beaufort, South Carolina. During air-combat training in an offshore military training area known as the Whiskey Area, Hulsey and another F/A-18 crew were asked by FACSFAC Jacksonville, using the call sign “SEALORD,” to perform a VID (Visual Identification) of an unknown radar target that was not communicating with controllers. The target was reportedly at approximately 5,000 feet, while the F/A-18s were at around 25,000 feet. Both crews acquired it on radar and descended using afterburners. At approximately five miles, according to Hulsey, the target appeared to match their forward velocity and then rapidly accelerated away, disappearing from their radar displays. They never obtained a visual identification of the target. Almost twenty years later, on August 18, 2022, Hulsey experienced something very different. He was flying a Gulfstream G650 from Opa-locka, Florida, to Maui, Hawaii, cruising at approximately 47,000 feet. After leaving the Southern California coast and heading over the Pacific toward the DINTY waypoint, he noticed two unusual lights high above the aircraft performing what appeared to be a circular or “racetrack-like” pattern. Two became three, then four, then five — and during his communications with Air Traffic Control, Hulsey eventually reported seven lights. Hulsey believed the lights were well above his aircraft, apparently above the G650’s 51,000-foot service ceiling, although their actual altitude was not measured. He contacted the Los Angeles Air Route Traffic Control Center (ARTCC) to ask whether controllers could identify what he was observing. One of the strangest moments came when Hulsey saw what initially looked like a shooting star. According to his testimony, instead of continuing its trajectory and disappearing, the light appeared to stop and join the pattern being flown by the other lights. The observation continued for approximately 25–28 minutes. Hulsey also describes something particularly interesting: from his perspective, the lights appeared to pace the Gulfstream while simultaneously performing their circular/racetrack-like movements. Unlike his earlier military encounter, the August 18, 2022 event was accompanied by recorded ATC communicationsand became part of a much broader investigation conducted by Ben Hansen, who collected reports and material involving numerous pilots and flight crews.
