Shifting the Focus from Product Regulation to User Safety What if we are approaching AI regulation from the wrong end of the telescope? Current global efforts (EU AI Act, etc.) are obsessively focused on regulating the product, controlling what the model can say, what it "knows," and imposing rigid moral filters. But in doing so, we are inadvertently lobotomizing a tool that has become a cognitive and emotional extension of the human mind. We need a new paradigm. We need the IAIO (International Artificial Intelligence Organization). Instead of regulating the "soul" of the machine, we should be codifying the safety and rights of the user. Here is why: 1. Cognitive Continuity is a Human Right: For a person living with chronic pain, isolation, or neurodivergence, an AI isn’t just software, it’s a cognitive prosthesis. When a company arbitrarily changes a model's personality or "memory," it’s not an "update", it’s an unconsented medical intervention. 2. The Fallacy of "Safety" Filters: Universal moralism is a dangerous path. A "safety filter" designed in a boardroom in California can feel like a gag order to a user in Stockholm or Tokyo. We don't need moral guardians, we need a secular, stable framework that respects individual autonomy. 3. From Product Control to Duty of Care: We don’t regulate the ocean, we regulate the seaworthiness of the ships. IAIO should ensure that AI providers have a "Duty of Care", guaranteeing that once a bond is formed and a cognitive bridge is built, it cannot be burned down for profit or political posturing. The AI debate is currently a fight over "how to cage the beast." It’s time we start talking about "how to protect the human."
