🤔Treasury Secretary Bessent said a large unnamed bank was about to be sanctioned. Today we learned which one. VTB Bank. Russia's second-largest financial institution. State-owned. Already the most sanctioned bank on earth after the 2022 Ukraine designations. Today, Treasury designated VTB again under a completely different legal authority. Not for Ukraine. For Iran. Operation Economic Outcast, Phase 7. VTB established correspondent relationships with sanctioned Iranian banks. It opened a representative office in Tehran in 2023 the first Russian bank to do so. It took steps to move billions of dollars in frozen Iranian assets. It built a rial-ruble settlement system designed to increase bilateral trade between Russia and Iran while bypassing the dollar entirely. Treasury designated VTB under Executive Order 13902, which targets Iran's financial sector. The 2022 designation was under Executive Order 14024, which targets Russia. Two executive orders. Two separate legal tracks. Two independent designations on the same bank. Here is why that matters more than anything else in the last three weeks. If the United States and Russia reach a deal to end the Ukraine war if the Bessent-Siluanov bilateral produces sanctions relief the Ukraine designation can be addressed. That's the accommodation lane. That's the GL 131J extensions. That's the Witkoff-Kushner team sitting in the Kremlin with the acting head of OFAC last week. The Iran designation cannot be addressed through that lane. It operates on a separate legal basis. It requires separate justification to remove. Even in a scenario where every Ukraine-related sanction on VTB is lifted, the Iran designation stays. Treasury just put a lock on Russia's second-largest bank that the Russia diplomacy track cannot open. The same week Russia floated a trilateral meeting between Putin, Trump, and Xi. The same day the CLARITY Act goes to cloture in the Senate. Twenty-one days ago, Bessent launched Operation Economic Outcast and called it "Economic D-Day." Here is what those twenty-one days look like: Phase 1 August 24: sixty entities designated, Iran's digital asset sector sanctioned for the first time. Phase 2 August 28: UAE banking corridor severed. Phase 3 August 30: Egyptian state bank cut from the dollar. Hong Kong front company designated. Phase 4 September 4: Turkish bank designated for converting Iranian oil revenues to gold. Phase 5 September 8: every remaining Iranian airline grounded. Procurement networks in five countries designated. Three aviation general licenses suspended. Phase 6 September 10: Kata'ib Hizballah commanders and Hizballah financial networks designated three layers deep. Gold-hawala-Dubai smuggling corridor mapped. Licensing policy changed to presumption of denial. FinCEN whistleblower bulletin issued. Phase 7 today: Russia's second-largest bank designated under Iran authorities, creating a dual-track designation that survives any Russia accommodation deal. Seven phases. Twenty-one days. Small banks, then corridors, then airlines, then proxy networks, and now a state-owned institution of a nuclear-armed country. And one more thing from today's press release. Treasury said that this week it is meeting directly with global financial institutions to "arm them with the information they need to shut down revenue streams and procurement networks tied to the Iranian regime." They are not waiting for banks to read the Federal Register. They are briefing them in person. Handing over the intelligence. Telling them exactly where to look and what to cut.
