Over the last 40 years there has been a whole structural steel fabrication industry built in Canada to take advantage of incentives to export to the US, specifically the northeast. The bulk of what is fabricated there is exported to the US. Although it would be a "help" to have the raw material that goes into the fabrication (specifically wide flange beams) covered by 232 that is not enough. There isn't a steel mill in Canada that produces those products so there is virtually zero duty going into Canada from elsewhere in the world as they have no domestic producer to protect. Because that is the case it is a dumping ground for product from all over the world with transaction prices much lower than in the US (even before any 232 or dumping duty is applied). Add in the Canadian and Provincial support for export and you have an extremely unfair environment for steel fabricators in the US, specifically in the Northeast. As Dan can attest to the northeast construction market is very steel intensive yet a large percentage of the buildings you see (think cranes on the skyline in Boston and NYC) are fabricated outside of the US and the bulk of those are Canadian fabrication. This was not the case 45 years ago when I started in the steel business. These jobs that have been lost and we continue to lose are high paid skilled jobs. Most of the businesses directly impacted are privately owned single or 2 location facilities that do not have, nor can they individually afford, the direct representation needed in Washington.
Stephen Capone (President of Capone Iron and the trade group Steel Fabricators of New England) and Hollie Noveletsky (President of Novel Iron Works) are meeting with the Office of Public Liaison (Hailey Bordon) on Wednesday 3/20 to try and bring more attention to this issue and this exclusion in the tariff.
