Initiative Petition 28, a proposed leftist ballot measure in Oregon that would ban a wide range of animal-related activities, including hunting and fishing, has failed its initial petition signature review. Only 804 of the required 1,000 signatures could be verified, and the petition must now clear a more rigorous second review before it can advance to the ballot.

If passed, the measure would prohibit hunting, fishing, the slaughter and insemination of livestock, pest control, animal research, rodeos, commercial poultry operations, and the castration or neutering of livestock, among other practices.

The chief petitioner is David Michelson, an animal liberation and vegan activist. Supporters of the petition have promoted a campaign website claiming the measure would target the dog meat industry, something already illegal under existing state law.
