The detail to have the guard on the outside would be a Juliet balcony, which would both affect the external aesthetic of the building, while also costing a lot of money in purchasing the steel, and needing to hire a certified company to fit it. With the amount of balconies being fitted you’d also need to sequence the scaffolding for this - TLDR; a lot of extra time and money + affecting the exterior look of the building
