So here's the problem with the "Dodgers arent the problem, the other owners not spending are" argument. Let's say everyone decided to spend 100% of their revenues. That still means LA and NY would have atleast a 200-300 million dollar advantage over everyone else.

The NY and LA teams need the other teams because no one is going to watch a league of four teams play each other.
