၄။ အမျိုးသားညီညွတ်ရေးအစိုးရက ရောင်းချလျက်ရှိသည့် မြေကွက်၊တိုက်ခန်း၊ ရှယ်ယာများအဖြစ် ပိုင်ဆိုင်မှုလွှဲပြောင်းလိုသူများအနေဖြင့်လည်း ပုံစံ(ဃ) အား ဖြည့်သွင်းရန် မလိုအပ်ပါ။ ၎င်းတို့အတွက် ဆောင်ရွက်ရန်နည်းလမ်းများကို သီးသန့်ကြေညာချက်ထုတ်ပြန်၍ ထပ်မံအသိပေးသွားမည်ဖြစ်သော ကြောင့် ခေတ္တစောင့်ဆိုင်းပေးကြပါရန် မေတ္တာရပ်ခံပန်ကြာ��� အပ်ပါသည်။

၅။ သက်တမ်းစေ့ရောက်ပြီး ငွေတိုက်စာချုပ်တန်ဖိုးငွေကို ပြန်လည်ရွေးနုတ်ရန် အစီအစဉ်ရှိသည့် တော်လှန်ပြည်သူများ၏ ဘေးကင်းလုံခြုံရေးနှင့် မိမိတို့ရင်းနှီးမြှုပ်နှံထားသည့်ငွေများ အဆင်ပြေချောမွေ့၊ လွယ်ကူလျင်မြန်စွာ လက်ဝယ်သို့ပြန်လည်ရရှိစေရေးအတွက် အောက်ပါအတိုင်း ငွေလွှဲပြောင်းမှု နည်းလမ်း (၂) သွယ်ဖြင့် စီမံဆောင်ရွက်ပေးသွားမည်ဖြစ်ပါသည်။

(က) နွေဦးဖွံ့ဖြို���ရေးဘဏ် (Spring Development Bank-SDB) ငွေစာရင်းမှတဆင့် ပြန်လည် လွှဲပြောင်းပေးအပ်ခြင်း။
(ခ) NUGPay မှ တဆင့် ပြန်လည်လွှဲပြောင်းပေးအပ်ခြင်း။
၆။ ထို့ကြောင့် သက်တမ်းစေ့ရောက်ပြီး ငွေတိုက်စာချုပ်တန်ဖိုးငွေကို ပြန်လည်ရွေးနုတ်ရန် အစီအစဉ် ရှိသည့် တော်လှန်ပြည်သူများအနေဖြင့် နွေဦးဖွံ့ဖြိုးရေးဘဏ်တွင် ငွေစာရင်းဖွင့်လှစ်ထားခြင်း (သို့မဟုတ်) NUGPay အကောင့်ဖွင့်လှစ်ထားခြင်း နည်းလမ်း (၂) သွယ်��နက်၊ တနည်းနည်းကိုရွေးချယ်၍ စီမံ ဆောင်ရွက်ထားကြပါရန် မေတ္တာရပ်ခံတိုက်တွန်းအပ်ပါသည်။

၇။ Kachin Political Interim Coordination Team - KPICT မှတဆင့် ငွေတိုက်စာချုပ် ဝယ်ယူ ထားသူများအနေဖြင့် ငွေတိုက်စာချုပ်တန်ဖိုးငွေကို ပြန်လည်ရွေးနုတ်ခြင်း သို့မဟုတ် အမျိုးသား ညီညွတ်ရေးအစိုးရက ရောင်းချလျက်ရှိသည့် မြေကွက်၊ တိုက်ခန်း၊ ရှယ်ယာများအဖြစ် ပိုင်ဆိုင်မှု လွှဲပြောင်းခြင်း ကိစ္စရပ်များကို KPICT မှတဆင့်သာ ဆက���သွယ်ဆောင်ရွက်ပေးကြပါရန်နှင့် အသေးစိတ် အစီအမံကို KPICT က တရားဝင်ထုတ်ပြန်ကြေညာပေးသွားမည်ဖြစ်ပါသည်။
