It was a real SoCal architecture movement celebrating "rough, unfinished, or discarded industrial materials rather than masking them behind pristine drywall or panels."
Famous examples include the Caltrans District 7 HQ and Kirin Plaza Osaka.

My man knows his stuff.
Just to do an effort poast here:
Hanna was a marine in Vietnam. This means he did some BAD THINGS for the federal government. In the film he is a coke addicted cop who loves great asses and beautiful women. But more than anything else he loves stopping bad guys - guys just like who he might have become (or was that guy in Nam).
From one point of view he is a Christ or a Buddha. He has compassion for the orphan and the widow. He wants to cast the wicked out from the kingdom.
Neil is an antichrist or an anti Buddha. Or he is the great life denial and the great no to life. He spent years in solitary confinement and probably went mad or depersonalized so much he probably underwent ego death sufficient to lose most of his desires or wants. Most of his wants are for the wellbeing of others - but his actual flaw is that he cannot let them go - he doubles down on “loyalty” to his crew and costs them their lives - and on “vengeance” on Waingro and Van Sant.
The way Mann shoots it feels very Buddhist or Confucian - we are witness the full cycle of the Tao. Every thing has a consciousness or life - the mayhew ambulance, the Peterbilt truck, the drive in theater, the airstrip and the lights.
There is also a duality at play between the surface of the film and what goes on underneath. Neil and Hanna are mirror images of each other but Hanna is not the negation of Neil.
There is more I could, but one last thought.
Neil is noble wickedness - and noble wickedness can destroy the simple good - like cops and civilians. Noble wickedness can destroy evil wickedness like Waingro but only at cost of itself. Hanna is noble good and can destroy noble wickedness but cannot protect the simple good always and cannot destroy the true wickedness of Waingro.
