Dear Hon Minister @JustineNameere
The issue of pensioners also deserves urgent attention in Budaka. Many people retired from public service and have struggled for years to access their retirement benefits. There are concerns that some retirees may have had their money delayed, mismanaged or allegedly diverted, while others reportedly face demands for unofficial payments before accessing what is rightfully theirs.
These matters should not be ignored.
Budaka needs a serious accountability drive—but one based on evidence, fairness and the law.
Let us expose corruption. Let us recover public funds.

QUESTIONS THAT KIBUKU DISTRICT LEADERS MUST ANSWER ON THE KASASIRA SEED SCHOOL PROJECT
There are serious questions surrounding the construction of KASASIRA SEED SCHOOL in Kibuku District, particularly concerning allegations that several casual workers who participated in the construction have not been paid for their labour.
According to information circulating among those familiar with the matter, the amount allegedly owed to these casual workers is said to be more than UGX 100 million. If this figure is accurate, this is no longer a small labour dispute—it is an issue that deserves the attention of the district leadership, relevant authorities and the public.
The people of Kibuku deserve clear answers.
It is further alleged that the contractor was at one point arrested following complaints from the workers. During discussions involving the District Chairperson (LC V), the Resident District Commissioner (RDC), the Chief Administrative Officer (CAO), members of the district technical team and other councillors, an understanding was reportedly reached that the contractor would be released on condition that the CAO would not approve or sign documents enabling the contractor to access further funds under the contract before settling the outstanding payments owed to the casual workers.
However, serious questions arise from what allegedly happened afterwards.
Was the contractor subsequently cleared by the CAO to access project funds before paying the workers?
If so:
1Who authorised the release of the funds?
2Why was the earlier agreement allegedly disregarded?
3Was the CAO aware of the outstanding claims by the casual workers at the time the payment was approved?
4How much money was released to the contractor after the workers raised their complaints?
5Was verification done to establish whether the workers had actually been paid?
6What role did the district technical team play in approving the contractor's payments?
7What did the RDC, LCV Chairperson and councillors know about the subsequent payment?
8If the workers are genuinely owed more than UGX 100 million, where is the money that was supposed to settle their claims?
9What mechanisms did Kibuku District put in place to protect the casual workers who provided labour on a public project?
10Can the district leadership publish the relevant payment records, certificates, approvals and other documents concerning the project so that the public can understand what happened?
These are not questions being asked to condemn anyone without evidence. They are questions of accountability, transparency and responsible management of public projects.
KASASIRA SEED SCHOOL is a public project. The taxpayers' money involved belongs to the people. The workers who reportedly contributed their labour also deserve to be treated fairly and paid what they are legitimately owed.
If the allegations are false, let the district leadership come forward with the records and clear the air.
If the allegations are true, then the people of Kibuku deserve to know who made the decisions, where the money went, why the workers were not paid, and what action is being taken to ensure that they receive their money.
We therefore call upon the Kibuku District Chairperson, RDC, CAO, District Engineer, relevant technical officers, councillors and the contractor to provide clear answers.
Public money requires public accountability.
And when ordinary workers claim that they have worked but have not been paid, their voices deserve to be heard—not ignored.
Kibuku deserves answers. The casual workers deserve justice. The public deserves transparency.

When we fight each other before the International community,we do not show our democratic strength; we undermine our own national interest. Other nations, even those with deep internal differences, unite behind their candidates for international positions. Uganda must do the same.
If there is a case on anyone, let it be brought before a competent court and tried fairly and impartially. Both the arrest and the treatment of a presumed offender should follow the law, be humane not humiliating and give the constitution, the people and God the dignity and humanness one deserves. Let the evidence be tested. Matthew Bagonza can defend himself and the institution he works for. And let the law take its course.
On the second matter, I want to be equally clear. PACEID is operational and PACEID is lawful and reports to H.E. the President and all our quarterly and annual reports are consistent on what we have achieved and the ideas we have brought forward for our country, its entrepreneurs and exports sector.
We were commissioned on 16 March 2022. Institutions begin through a process and, if a mandate is ever changed, that too must happen through a due process. An anonymous message on social media is not that process.
We encourage all International partners, those who hold export orders, our global trade representatives in several countries, our logistics partners, those financing value chains in the 13 products, to have peace and keep all due activities as usual
Ambassador Olara Otunnu is not a candidate of NRM nor of the Opposition. He is a candidate of Uganda and his Curriculum Vitae speaks for itself.
Under UN procedure, every candidate must be formally presented by their national Government. Let us speak as one Uganda. @Olara_Otunnu
How is this man @Tyrese going to help us boost our coffee market, he doesn’t have any influence anywhere in the world and he has never received such welcome in any part of the world not even in the poorest country in the world.

Today, Maama and I were very happy to witness the consecration of our daughter, Patience , as a Bishop of Covenant Nations Churches in Uganda after 20 years of ministry.
I thank God for Maama’s recovery and salute the medical staff, as well as our children, Muhoozi, Natasha, Patience and Diana, who stood with her throughout. I also thank God for making Patience a Bishop. As I said, our family has been here for generations, and although the different religions came to our area many years ago, it was only in 1947 that Mzee Kaguta joined the Church. Today, I have a whole Bishop in the family.
