1) There was no upside (moral or otherwise) to Ireland joining the war. Only immense downsides.
2) The Irish government didn't have any love for the German regime..... at worst they could be considered ambivelent.

The money for it comes from the defence budget.
The creator of the scheme is now a Reform party MP.
