There are several (or hundreds) of laws which apply to interstate activity which do not apply within a given state. Congress is allowed to regulate interstate commerce, for example, but they (theoretically) have no jurisdiction over commerce within one state. The phrase you’re referencing most commonly applies to moving guns or drugs “across state lines”— both things that have severe federal penalties which apply once the line is crossed.
