One of our trainers is all set to deliver an underpinning knowledge course for a group of learners, before commencing the on-site assessment phase of the process required to achieve their CIWM (WAMITAB) Level 4 qualification.
This is one of two groups who will sit the course over the coming weeks, and is designed to provide knowledge and understanding in a range of areas, including health and safety legislation, which underpins much of what we do, from risk assessments and defect reporting to ensuring they receive information, instruction, and training!
The course also focuses on the associated waste and environmental legislation, and associated requirements such as understanding the rules within an environmental permit and how this links to the environmental management system, alongside understanding aspects which are new to many, such as environmental risk assessments!
This ensures the learners have a good foundation of knowledge, prior to progressing with their chosen award, and ensures they understand not just what to do, but why we do it, which is crucial at a supervisory / managerial level!

What happened on VE Day?
8 May 1945 – Victory in Europe Day (VE DAY) – is a day etched in the memory of everyone who witnessed it. After nearly six years of war Germany officially surrendered on 7 May 1945 and the conflict was finally over.
The unconditional surrender came after Adolf Hitler took his own life on 30 April as the Allies surrounded Berlin, and was authorised by his successor Grand Admiral Karl Dönitz.
News that the war in Europe had ended did not come as a surprise and had been anticipated back in Britain for some time as the Allies advanced on Germany.

The role of a weighbridge operator is often an overlooked and undervalued role within any organisation; many consider it a relatively simple and stress-free job.
But a good weighbridge operator it’s not just sitting there clicking a button and printing a ticket or transfer note, they are often the first port of call for anyone visiting the site and can be the difference between customers returning or not.
They enforce health and safety requirements from traffic management, adherence to site rules and procedures, liaise with other site staff when there are issues such as material stuck in the vehicle, vehicle breakdown, preventing vehicle overloading, ensuring vehicles are evenly loaded to prevent vehicle rollover either on or off-site, providing updates regarding changes to the site layout or requirements surrounding tipping or loading locations, inductions for new visitors, customers and contractors.
They help enforce planning requirements for vehicles entering and leaving the site, from common requirements such as sheeting loads, to ensuring drivers are aware not to tailgate or avoid specific routes when exiting the site.
They monitor environmental impacts common on any site such as dust, noise, spillages, ensuring compliance with a duty of care and associated waste management legislation.
Ensuring that weights and measures are adhered to and that both the paperwork and the weighbridge are accurate.
Checking the suitability of vehicles entering the site, knowing how to check vehicle plates where required to confirm the vehicle can safely and legally transport the material amount requested, ensuring the vehicle is safe no obvious defects, good condition, and safety devices are working and in use.
They form part of the site's security and are often an essential part of a site’s emergency procedures.
This can be in addition to scheduling collections and deliveries, managing stock levels and selling materials, auditing drivers and their vehicles or managing a team of weighbridge operators at larger sites.

Update - Technical Competence - New Standard Rules
Previously, we mentioned that the Environment Agency would be releasing a regulatory position statement to provide time for those affected by the changes to the newly released standard rules to achieve the appropriate technical competence.
On the 13th of March, the Environment Agency realised the following regulatory position statement:
ℹ️ Technical competence qualifications for consolidated standard rules permits: RPS 326
Conditions you must comply with
ℹ️ have one of the permits listed in the ‘Activities this RPS applies to’ section
ℹ️ have the relevant primary competence qualification and have passed the relevant continuing competence assessment required for your current standard rules permit
ℹ️ apply for and get the additional qualifications required by 13 March 2026 (within 12 months of the publication of this RPS)
ℹ️ keep records for 2 years from when you last used this RPS to show that you have complied with this RPS and make these records available to the Environment Agency on request
You must not use this RPS if your standard rules permit is not listed in the ‘Activities this RPS applies to’ section.

Has your standard rules permit changed?
On the 18th of December 2024, the ‘Environment Agency’ released a series of ‘new’ consolidated standard rules permits, which replace several older standard rules which have now been withdrawn.
Included in this post, we have provided a table showing the activity description, permits which have been withdrawn, the new standard rules permit applicable and updated technical competence requirements, which have changed for some activities to reflect the inclusion of hazardous waste.

Quick fire question and answer!
Q) I have read through the new standard rules applicable to me, and I can't adhere to the rules within it; what do I do?
A) If you cannot comply with the new standard rules permit, you will need to apply to vary your permit to a bespoke permit. You must apply for a bespoke permit within 3 months of the date the standard rules were published, which was 18 December 2024.
Q) I have reviewed my technical competence against my facility's new standard rules permit, and I require an additional qualification / or units. Does the EA expect me to achieve this within the 3-month window?
A) No, the Environment Agency will put in place a 'Regulatory Position Statement (RPS)', which will give anyone affected 12 months from the date the RPS is published to achieve any additional units or qualifications.
Q) I have reviewed the new standard rules permit applicable to me and I can adhere to it, is their anything else I need to know or do, other than reviewing my technical competence?
A) As required by rule 1 within any standard rules permit, you need to operate in line with a written management system, more commonly known as an Environmental Management System (EMS). This should be readily available to site staff and regulators on request.
This will need to be reviewed to consider any changes to the permit and associated operating techniques. We have provided an additional link below to the non-hazardous and inert waste: appropriate measures which is linked to the majority of these new standard rules permits.

Note: New permits such as the ‘SR2022 No4’ and ‘SR2022 No5’ are listed twice within the table, both as high and medium-risk operations.
This is to reflect the fact that not all sites will opt to accept asbestos. Therefore, anyone accepting asbestos will need to meet the requirements of the high-risk listing; anyone not accepting asbestos will need to meet the requirements of the medium-risk listing.
