ಮಹಾರಾಷ್ಟ್ರದಲ್ಲಿ ಮರಾಠಿ ಭಾಷೆ ಬಾರದ ಟ್ಯಾಕ್ಸಿ ಮತ್ತು ಆಟೋ ಚಾಲಕರ ಪರವಾನಗಿಯನ್ನು ರದ್ದುಪಡಿಸಲು ಅಲ್ಲಿನ ಭಾರತೀಯ ಜನತಾ ಪಕ್ಷದ ನೇತೃತ್ವದ ಸರ್ಕಾರ ದೃಢ ನಿರ್ಧಾರ ಕೈಗೊಂಡಿದೆ. ಮೇ 1ರಿಂದ (ಮಹಾರಾಷ್ಟ್ರ ದಿನಾಚರಣೆಯಂದು) ಈ ನಿಯಮ ಕಟ್ಟುನಿಟ್ಟಾಗಿ ಜಾರಿಗೆ ಬರುತ್ತಿದೆ. ಸಾರಿಗೆ ಇಲಾಖೆಯ ಅಧಿಕಾರಿಗಳು ರಾಜ್ಯಾದ್ಯಂತ 59 ಆರ್‌ಟಿಒ ಕಚೇರಿಗಳಲ್ಲಿ ತಪಾಸಣೆ ನಡೆಸಿ, ಮರಾಠಿ ಓದಲು, ಬರೆಯಲು ಮತ್ತು ಮಾತನಾಡಲು ತಿಳಿಯದ ಚಾಲಕರ ಪರವಾನಗಿಗಳನ್ನು ರದ್ದುಗೊಳಿಸುವ ಕೆಲಸ ಈಗಾಗಲೇ ಆರಂಭಿಸಿದ್ದಾರೆ.

ಈ ಅರ್ಥಪೂರ್ಣ, ಧೈರ್ಯದ ನಿರ್ಧಾರವನ್ನು ಕರ್ನಾಟಕ ರಕ್ಷಣಾ ವೇದಿಕೆ ಹೃದಯಪೂರ್ವಕವಾಗಿ ಸ್ವಾಗತಿಸುತ್ತದೆ.

ಜೀವನ ನಿರ್ವಹಣೆಗಾಗಿ ಬೇರೆ ರಾಜ್ಯಗಳಿಗೆ ವಲಸೆ ಹೋಗುವವರು ಆ ರಾಜ್ಯದ ಅಧಿಕೃತ ಭಾಷೆಯನ್ನು ಕಲಿಯುವುದು ಅತ್ಯಂತ ಮೂಲಭೂತ ಕರ್ತವ್ಯ��ಾಗಿದೆ. ತಮ್ಮ ಜೀವನಾಧಾರಕ್ಕಾಗಿ ಆ ರಾಜ್ಯದ ಮಣ್ಣು, ನೀರು ಮತ್ತು ಜನರನ್ನು ಅವಲಂಬಿಸುವಾಗ, ಅಲ್ಲಿನ ಭಾಷೆ, ಸಂಸ್ಕೃತಿ ಮತ್ತು ಜನರೊಂದಿಗೆ ಬೆರೆಯುವುದು ಸಹಜವಾದ ನೈತಿಕ ಜವಾಬ್ದಾರಿಯಾಗಿದೆ. ಮರಾಠಿ ಬಾರದ ಚಾಲಕರು ಮರಾಠಿ ಭಾಷಿಕ ಪ್ರಯಾಣಿಕರೊಂದಿಗೆ ಹೇಗೆ ಸಂವಾದ ನಡೆಸುತ್ತಾರೆ? ದಾರಿಯಲ್ಲಿ ತುರ್ತು ಸಮಸ್ಯೆ ಎದುರಾದಾಗ, ವಿಳಾಸ ಅಥವಾ ಸೂಚನೆಗಳನ್ನು ಹೇಗೆ ಅರ್ಥಮಾಡಿಕೊಳ್ಳುತ್ತಾರೆ? ಇಂತಹ ಸಂವಹನದ ಕೊರತೆಯಿಂದಾಗಿ ಪ್ರಯಾಣಿಕರು ತೊಂದರೆಗೊಳಗಾಗುತ್ತಿದ್ದಾರೆ ಎಂಬ ದೂರುಗಳು ಹಲವಾರು. ಹೀಗಾಗಿ ಮಹಾರಾಷ್ಟ್ರ ಸರ್ಕಾರದ ಈ ತೀರ್ಮಾನ ಸಂಪೂರ್ಣವಾಗಿ ಸರಿಯಾದುದು ಮತ್ತು ಅಗತ್ಯವಾದುದು.

ಕರ್ನಾಟಕದಲ್ಲೂ ಇದೇ ಪರಿಸ್ಥಿತಿ ನಿರಂತರವಾಗಿ ಕಾಣಸಿಗುತ್ತಿದೆ. ಕನ್ನಡ ಬಾರದ, ಕನ್ನಡದಲ್ಲಿ ವ್ಯವಹರಿಸದ ವಲಸಿಗ ಚಾಲಕರು ಬೆಂಗಳೂರು ಸೇರಿದಂತೆ ವಿವಿಧ ನಗರಗಳಲ್ಲಿ ನಾನಾ ರೀತಿಯ ಸಮಸ್ಯೆಗಳಿಗೆ ಕಾರಣರಾಗುತ್ತಿದ್ದಾರೆ. ಪ್ರಯಾಣಿಕರೊಂದಿಗೆ ಸಂವಾದದ ಕೊರತೆ, ತಪ್ಪು ದಾರಿ ತೋರಿಸುವುದು, ಮೀಟರ್ ವ್ಯವಹಾರದಲ್ಲಿ ��ೊಂದಲ, ಮತ್ತು ಕನ್ನಡಿಗರಿಗೆ ಆಗುತ್ತಿರುವ ಅನ್ಯಾಯ — ಇವು ಸಾಮಾನ್ಯವಾಗುತ್ತಿವೆ. ಕೆಲವು ಸಂದರ್ಭಗಳಲ್ಲಿ ಇದು ಕನ್ನಡಿಗರ ಆತ್ಮಗೌರವಕ್ಕೆ ಧಕ್ಕೆ ತರುತ್ತಿದೆ.

ತಮಿಳುನಾಡಿನಲ್ಲೂ ಅಲ್ಲಿನ ಚಾಲಕರು ಪರವಾನಗಿ ಪಡೆಯುವಾಗ ಅಥವಾ ನವೀಕರಿಸುವಾಗ ತಮಿಳು ಭಾಷೆಯಲ್ಲಿ ಕನಿಷ್ಠ ಮಟ್ಟದ ಜ್ಞಾನ ಇದೆಯೇ ಎಂದು ಪರೀಕ್ಷಿಸಲಾಗುವುದು. ದೀರ್ಘಕಾಲದಿಂದಲೂ ಈ ನೀತಿ ಜಾರಿಯಲ್ಲಿದೆ. ಚಾಲಕರು ಪ್ರಯಾಣಿಕರೊಂದಿಗೆ ತಮಿಳಿನಲ್ಲಿ ವ್ಯವಹರಿಸಬೇಕು ಎಂಬ ನಿಯಮವಿದೆ.

ಹೀಗಾಗಿ, ಮಹಾರಾಷ್ಟ್ರದ ಬಿಜೆಪಿ ಸರ್ಕಾರ ಅನುಸರಿಸುತ್ತಿರುವ ಈ ಧೋರಣೆಯನ್ನು ಕರ್ನಾಟಕ ಸರ್ಕಾರವೂ ತಕ್ಷಣ ಅನುಸರಿಸಬೇಕು. ಕನ್ನಡ ಬಾರದ ಆಟೋ, ಟ್ಯಾಕ್ಸಿ, ಕ್ಯಾಬ್ ಮತ್ತು ಇತರ ಸಾರಿಗೆ ವಾಹನ ಚಾಲಕರ ಪರವಾನಗಿಯನ್ನು ರದ್ದುಗೊಳಿಸುವ ಸ್ಪಷ್ಟ ನಿಯಮಾವಳಿಯನ್ನು ಜಾರಿಗೊಳಿಸಬೇಕು.

ಭಾಷೆ ಕೇವಲ ಸಂವಹನದ ಸಾಧನವಲ್ಲ, ನಮ್ಮ ಅಸ್ಮಿತೆ, ಬದುಕು., ಸಂಸ್ಕೃತಿ ಮತ್ತು ಆತ್ಮಗೌರವದ ಸಂಕೇತ. ಯಾವುದೇ ರಾಜ್ಯದಲ್ಲಿ ವ್ಯವಹಾರ ಮಾಡುವವರು ಆ ರಾಜ್ಯದ ಭಾಷೆಯನ್ನು ಗೌರವಿಸುವುದು ಅನಿವಾರ್ಯ.

The leak of #Jananayagan is not an accident - it is the result of systemic failure. Had due process been timely, we would not be here. Inordinate delays in certification created fertile ground for piracy. When legal access is stalled, illegitimate channels take over.
Piracy is beyond politics; it is an attack on the art and artist itself. It endangers the work of hundreds of artists and technicians, and the investments of honest tax paying producers, exhibitors and theatre owners, all who sustain the cinema we love.
Who protects the creator when the system fails? We need accountability, swift certification, strict enforcement, and real-time takedowns.
