Balkanising is exactly what is happening. Racially uniform is what a country looks like without balkanisation. These are different perspectives of the same phenomena.

Unfortunately too many non ancestrally British passport holders treat the passport as access to resources not belonging to a nation.

It's not true of all of course, but it is true of too many to not act.
