Flood-control has always been a rich gravy train: invisible when done right, lucrative when ghosted. The public sees swollen rivers and submerged barangays, while a select few count their swollen pockets. What Alcantara’s testimony underscores is how infrastructure meant to save lives often ends up underwriting lifestyles.

Notice how the names invoked span both the opposition and administration orbit—proof that corruption, when it comes to public works, is not partisan but systemic. Blue, red, yellow, or green, the machinery of rent-seeking grinds on, greased by commissions and cutbacks.

Here’s the chic brutality of it: we keep talking about “flood-control projects,” but what we’re really describing is political flood control—funds redirected not to stop the waters from rising, but to keep campaign war chests from running dry. In this country, it’s not the rain that drowns us, but the corruption that seeps into every canal and culvert.
