The continued abduction and enforced disappearance of Baloch women has reached an alarming and intolerable level. Habiba, Mahjabeen, Nasreena, Humaira, Najma and now 20-year-old Safia Baloch, their names represent a growing reality of Baloch women being forcibly disappeared. Safia Baloch was forcibly disappeared from Quetta in the early hours of 23 August 2026, adding yet another woman to this grave pattern. We cannot bear another abduction and we will not allow the enforced disappearance of Baloch women to be normalized.

The targeting of Baloch women reflects the colonial logic of domination through which imperial powers have historically used militarization, arbitrary detention, surveillance, collective punishment and intimidation to subjugate colonized peoples. Disappearing women from their homes is a deliberate attempt to penetrate the social fabric, spread fear among families and weaken the collective will of a nation. Enforced disappearance places people beyond the protection of the law while leaving their families trapped in uncertainty. It is not simply violence against individuals, it is a weapon of political control and colonial repression.

Safia Baloch must not become another name that society is forced to accept and forget. Her disappearance demands an answer not silence. Her whereabouts must be immediately disclosed, her safety ensured and she must be released unless she is presented before an independent court through due process. The world must reject the normalization of enforced disappearance in Balochistan. We will not normalize abduction. We will not accept colonial repression as our reality. And we will continue to demand the return of every Baloch woman who has been forcibly disappeared.

The Human Rights Council of Balochistan (HRCB) expresses grave concern over the reported enforced disappearance of 20-year-old Safia Baloch, a student and resident of Killi Zayak, Basima, Washuk, Balochistan.

Safia Baloch, daughter of Abdul Khaliq, was reportedly forcibly taken from Quetta at approximately 1:00 a.m. on 23 August 2026. Her family has alleged that personnel of the Counter Terrorism Department (CTD) and Inter-Services Intelligence (ISI) were involved in her disappearance.

The case comes amid a disturbing pattern of enforced disappearances of women in Balochistan. From January to July 2026, 23 women were reportedly abducted by security forces. Safia’s case also follows the reported abduction of Mahjabeen, another resident of Washuk, who was reportedly abducted from Quetta on 29 May 2025. Her whereabouts remain unknown.

HRCB calls upon the relevant authorities to immediately disclose the whereabouts of Safia Baloch, Mahjabeen and all other women reportedly subjected to enforced disappearance. Where individuals have been detained, the authorities must disclose the legal basis for their detention, ensure access to family members and legal counsel, and produce them before a competent court without delay.

Quetta, Balochistan: Baloch Voice for Justice (BVJ) says it has received reports that the pattern of enforced disappearances of Baloch women is continuing, with a 20-year-old Baloch student, Safia Baloch, reportedly subjected to enforced disappearance from Quetta.

According to BVJ, Safia Baloch, daughter of Abdul Khaliq and a resident of Basima in Washuk district, was taken into custody from Quetta at around 1:00 a.m. on 23 August 2026, after which her whereabouts became unknown.

Her family alleges that personnel from the Counter Terrorism Department (CTD) and the Inter-Services Intelligence (ISI) were involved in her detention and subsequent disappearance.

BVJ describes the enforced disappearances of Baloch women as part of what it characterizes as a systematic campaign by the state against Baloch women. The organization has called on the United Nations, UN Women, and international human rights organizations to take urgent action and play a role in addressing alleged abuses against Baloch women.

Paank Documents 556 Enforced Disappearances and 227 Extrajudicial & Custodial Killings in #Balochistan During First Half of 2026

Paank strongly condemns the continued and systematic pattern of enforced disappearances, extrajudicial killings, custodial executions, and collective punishment across Balochistan during the first six months of 2026.

According to Paank’s documentation, between January and June 2026, at least 556 people were forcibly disappeared, while 227 people were subjected to extrajudicial or custodial killings. A further 171 individuals were released or recovered during the same period. This amounts to an average of approximately 93 enforced disappearances and 38 killings every month.

The monthly figures demonstrate the persistent nature of these abuses. Enforced disappearances reached 109 cases in February and April, while killings rose sharply to 52 in May and 59 in June. These figures reflect not isolated incidents, but a continuing pattern of state repression affecting communities throughout Balochistan.

Paank’s documentation indicates that the Frontier Corps (FC) was implicated in more than half of the recorded disappearances, while other operations allegedly involved military intelligence agencies, the Counter-Terrorism Department (CTD), and state-backed armed groups. Victims were reportedly taken during late-night raids on homes, at checkpoints, from workplaces and educational institutions, and from public spaces.

Those targeted included students, teachers, labourers, tailors, fuel transporters, women, and children. The targeting of civilians, including minors, demonstrates the increasingly broad scope of this repression.

Paank is particularly alarmed by reports of custodial executions and staged encounters, in which individuals allegedly held in secret detention are later presented as militants killed in armed confrontations. Such practices, if established, constitute grave violations of international human rights law and the right to life.

The broader pattern also includes military operations involving helicopter bombardments, destruction and burning of homes, seizure of livestock, blockades, and prolonged telecommunications shutdowns, imposing collective punishment on entire communities.

Among the incidents documented during this period are the killing of academic Prof. Ghamkhwar Hayat Baloch, the judicial harassment and persecution of civil rights leaders including Dr. Mahrang Baloch, and the daytime shooting of minor Raahi Assa in Hoshab.

According to information received by Paank, Safia Baloch, daughter of Abdul Khaliq, was forcibly taken from Quetta at approximately 1:00 a.m. on 23 August 2026. According to her family the personnel from the Counter Terrorism Department (CTD) and Inter-Services Intelligence (ISI) were involved in her enforced disappearance.

Paank calls for Safia’s immediate whereabouts to be disclosed and for her to be immediately released. The authorities must ensure her safety, protect her from torture and ill-treatment, and provide her family with information about her fate and whereabouts.

Paank urges the Pakistani authorities to end the practice of enforced disappearances and ensure that all unlawful detention are promptly, independently, and transparently investigated.
