Countries are interdependent and rely on each other, so the threat of having many countries stop their trades with a country would easily deter the country from misbehaving. And even if they don't comply, they would sooner or later find out...

I think it's time we start taking action and stop letting genocides happen. I think the 21st century should be the time when humans commit to preserving peace and justice over winning money. Furthermore, I don't think there would be many economic consequences anyways.
