72,000 NOTEBOOKS IS NOT THE $6 MILLION BESDA STORY
Here is the True Story:
The claim that Oyo received World Bank-supported BESDA funding and “only bought 72,000 notebooks” leaves out the bigger picture.
BESDA was designed to tackle out-of-school children, improve literacy and strengthen basic education. Not simply to buy notebooks.
When BESDA implementation began in Oyo in 2019, the state identified 272,847 out-of-school children as beneficiaries. Within two years, about 54,000 were reported to have returned to classrooms, while Governor Seyi Makinde later disclosed that about 65,000 children had been brought back through targeted education interventions under BESDA-AF.
Under BESDA-AF, 105 rural primary schools were also upgraded across Oyo. The intervention includes classroom rehabilitation, furniture, toilets, boreholes and solar facilities. Oyo’s 2025 budget speech recorded the 105-school renovation at 95% completion.
Yes, 72,000 notebooks are being distributed under the BESDA-AF-TESS project. But presenting that single item as though it represents the entire education intervention is misleading. The same project has also involved teacher support, school infrastructure and measures aimed at getting children into, and keeping them in school.
The figures should be examined in context. A notebook distribution is one component; BESDA is a programme with multiple objectives and interventions.

The attempt to portray Governor Seyi Makinde’s remarks at the Lafia Town Hall as opposition to security misses the substance of what he said.
His intervention can reasonably be understood as a question of public policy, budgeting and implementation.
Major reforms in national security require more than political approval. They require detailed planning, financial commitments, infrastructure, personnel and sustainable logistics.
When a public official asks whether the necessary provisions have been made in the budget, that should not automatically be interpreted as resistance to the policy itself.
On the contrary, scrutiny of government spending is part of responsible leadership.
Supporting national security and demanding accountability for how it is funded are not contradictory positions.
Nigeria needs both: strong security institutions and sound public financial management.
