In No Law, every NPC can be k*lled, but doing so can have permanent consequences.

Neon Giant says “Every single NPC in the game can be k*lled,” but also warns that “death is always permanent.”

K*ll a shop owner and the store can permanently close. Take out every weapon vendor in the city, and you’ll no longer have a way to buy guns.

The developers know players will probably test these limits, so the game warns you before you k*ll an important NPC who could be useful later.
