In his voicelines, Geno explains that the Cartridges are harvesting the matter from the Island and then PERFECTING it.

Geno’s Machine then releases those perfect atoms into the sky which are forming Geno’s perfect world.

The duck guy was supposed to be a collector of interesting objects not Sprites. But this all got altered to be about sprites instead.
