This came more than two months after Confederate General Robert E. Lee’s surrender at Appomattox (April 9, 1865) and over two years after President Abraham Lincoln’s Emancipation Proclamation (effective January 1, 1863).
• Why Texas? Texas was one of the last Confederate states to fully enforce emancipation, partly because it was far from the main theaters of the Civil War and had seen relatively little Union occupation until the very end. News of freedom traveled slowly to the approximately 250,000 enslaved people there.
