Chinese-language dark sites are selling images of Japanese driver's licenses for about 13 cents each. A major leak of real ID photos happened weeks earlier. News reports have not shown the two are connected, and it is still unclear if the images for sale are genuine.

On October 5, 2026, Japanese broadcaster NTV found the listings on hidden Chinese-language sites. One post offered 1,000 driver's-license images for $122, about ¥20 each. The same posts also showed images that looked like health-insurance cards and My Number cards. Buyers paid in cryptocurrency.

NTV could not tell whether the images were real leaked scans or fakes. It said images like these have been sold to crime groups and used in fraud.

The report came during a wave of data breaches. Park24 said hackers took data from up to 6.6 million Times Car accounts. About 1.6 million of those included ID images, such as licenses, student cards, and address documents. Other companies, including the operator of Yakiniku King and Citizen, reported separate leaks the same month.

Park24 said it had found no proof its data was misused. A cybersecurity professor warned that a license image alone can be used to impersonate someone and open a bank account.

Cheap Japanese ID images are for sale. Millions of real records were just exposed. What is still missing is proof that the leak supplied the market.
