i mean technically most races are conceded long before the votes are even certified as more of a good will gesture to stop exactly the unrest of the 2020 election. Not conceding doesn’t mean you wont leave, and legally the president would be removed by law enforcement after the new president is sworn in if they refuse. (if law enforcement agrees)
